Carrollton: best for, and think twice if
Best for
- Buyers 65 or older who want a large city exemption: Carrollton's tables show a $110,000 over-65 amount and a 20 percent homestead exemption, with a median owner-occupied value of $353,600.
- Buyers who want rail access: DART's Green Line starts at North Carrollton/Frankford Station, Carrollton is one of DART's 12 member cities, and riders 65 and older are eligible for reduced fares.
- If you want a hospital campus in the city: Baylor Scott & White Medical Center - Carrollton is listed at 4343 North Josey Lane, described in a 2009 Baylor announcement as a 237-bed acute care hospital.
Think twice if
- Buyers expecting a city tax freeze should note the Collin table flags No for a city freeze, so the city portion follows the city rate and appraised value; the ceiling applies to school taxes.
- Think twice if you want newer homes: 28.9 percent of units date from the 1980s and 16.4 percent from the 1990s, so roof age and maintenance are practical questions.
- Buyers should check each parcel: Carrollton spans Dallas, Denton and Collin counties, so the appraisal district, county units and school district differ by lot, and no 55+ community is described.
These points restate facts from this page's sources. They are not ratings, and your own budget, health and family situation decide what fits.
Retiring in Carrollton: overview
Carrollton is in Dallas, Denton and Collin County, Texas, within the Dallas & Northern Suburbs region.
Carrollton is an inner-ring suburb northwest of Dallas that spans three counties. The Census Bureau's 2020 place list gives Collin, Dallas and Denton counties for Carrollton, so a parcel may be appraised by the Dallas, Denton or Collin appraisal district depending on where it sits. The Census Bureau's 2019-2023 American Community Survey estimates a population of 132,741, a median age of 38.4 years and 17,157 residents aged 65 and over, or 12.9 percent. Like Richardson, Carrollton is an established suburb rather than a retirement destination, and its case for retirees rests on lower entry prices than its neighbors, a generous city over-65 exemption, a nearby hospital campus and rail access.
The wider market is described in Dallas north suburbs. Close comparisons are Plano, Richardson and Dallas; the lower price point is the main reason to look at Carrollton, and the three-county tax structure is the main reason to check every parcel individually.
Cost of living in Carrollton
The 2019-2023 survey estimates median household income in Carrollton at $99,115 and a median value of $353,600 for owner-occupied homes. Median monthly owner costs for homes with a mortgage are estimated at $2,271 and median gross rent at $1,674 per month. Owners occupy 58.3 percent of occupied homes. The median home value is below the $405,600 estimated for Richardson, the $440,600 for Plano and the $429,900 for Allen in the same survey series, and median rent is also lower than in each of the three, at $1,825, $1,792 and $1,877 respectively.
Survey medians carry margins of error and describe the whole stock, including condominiums and apartments; recent sale prices for renovated homes can run well above them. Use the figures to compare cities on one basis. For the state-level treatment of retirement income, see Texas retirement taxes.
Property taxes in Carrollton
Carrollton's city tax is built around two features: a 20 percent homestead exemption and a flat local over-65 amount of $110,000, with no city freeze. The Dallas Central Appraisal District's 2025 table lists the City of Carrollton with a 20 percent optional homestead exemption, a $110,000 over-65 amount and a rate of 0.538750 per $100 of taxable value for 2024 and 0.537500 for 2025. The Collin Central Appraisal District's 2026 table lists the City of Carrollton with a maintenance and operations rate of 0.3880230, an interest and sinking rate of 0.1489770 and a total of 0.5370000, a 20.0 percent local homestead exemption, a $110,000 over-65 amount and a freeze flag of No, with the Denton County tax office shown as the collector. Exemptions reduce taxable value; they are not cash payments, and a 'No' freeze flag means the city portion of an older owner's bill follows the city rate and the appraised value.
For Dallas County parcels in 2025 the Dallas Central Appraisal District's table also lists Dallas County at 0.215500, Parkland Hospital at 0.212000 and Dallas College at 0.106575, each with a 20 percent homestead exemption and a $100,000 over-65 amount. Carrollton-Farmers Branch ISD is listed at 0.948100 for 2025, with the state amounts of $140,000 for a homestead and $60,000 for age 65 or older, no optional percentage homestead exemption, and a mark showing the optional school tax ceiling, which is mandatory for school districts. For example, adding the city, county, Parkland, college and school district rates gives 2.019675 per $100 of taxable value for a Dallas County parcel in 2025, our arithmetic from that table, before any special district. Rates for Collin and Denton County parcels differ because the school district and the county units differ.
The Dallas Central Appraisal District explains that the 65 or older exemption can be claimed from the date a person turns 65, that a school-tax ceiling automatically limits school taxes to the amount paid in the year the owner qualified, that counties, cities and junior colleges may adopt their own ceilings, and that ceilings can increase with improvements and can be transferred in part to a new Texas homestead. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to grant a $140,000 homestead exemption and Section 11.13(c) an additional $60,000 for persons 65 or older or disabled. A footnote in the 2025 table says the listed school exemption amounts depended on constitutional amendments on the November 2025 ballot, so confirm the current amounts with the appraisal district.
Owners of Denton County parcels should consult the Denton Central Appraisal District, which publishes its own exemptions page, and owners of Collin County parcels the Collin Central Appraisal District. The guide to the age-65 exemption and school-tax ceiling sets out the conditions, and property taxes and appraisal districts explains protests and rate setting.

Insurance and risk in Carrollton
Hail is the weather exposure that most often shapes homeowners insurance across the metro. The National Weather Service Fort Worth office's review of storms from April 24 to 29, 2026 describes scattered supercells across the middle of the DFW Metroplex on April 27 with numerous reports of large hail up to teacup size and reports up to softball size elsewhere during the outbreak. The review is metro-wide; it does not rank Carrollton against its neighbors.
The Texas Department of Insurance advises owners to file wind and hail claims promptly, to avoid contractors who offer to waive the deductible, which it says is illegal, and to learn whether a roof is covered at replacement cost or actual cash value, because coverage can change as a roof ages and the wind and hail deductible can differ from the general deductible. With 28.9 percent of the housing stock built in the 1980s and 16.4 percent in the 1990s, roof age is a practical question for buyers. Premiums are not quoted here because they vary by insurer, roof and address.
Flood risk is specific to an address and is insured separately. FEMA says floods do not follow city limits or property lines, that its Flood Map Service Center is the official source for flood maps and that most homeowners policies exclude flood damage. Check the map for any parcel near a creek before making an offer.
Healthcare access in Carrollton
Baylor Scott & White Health's operating-room scheduling page lists Baylor Scott & White Medical Center - Carrollton at 4343 North Josey Lane, Carrollton, with a hospital operator line, alongside its Dallas hospitals. A Baylor announcement from 2009 describes the campus as the former Trinity Medical Center, a 237-bed acute care hospital that opened in 1985 and serves Carrollton, Lewisville, Farmers Branch and North Dallas. That is a historical description; confirm the current bed count, emergency department and inpatient services directly with the hospital. Baylor Scott & White's Carrollton location page describes its hospitals in general as offering inpatient, specialty and 24-hour emergency care, and the system also operates an Urgent Care+ clinic inside a Walmart Supercenter near East Trinity Mills Road and Old Denton Road, which is an urgent care clinic rather than an emergency room.
Texas Health Presbyterian Hospital Plano, at 6200 West Parker Road in Plano, says it has served Carrollton, along with Plano, Frisco, Addison, Richardson and McKinney, since 1991. Hospitals at the Dallas medical districts are covered on the Dallas page. Which hospital is in-network depends on the physician group and on the Medicare Advantage or supplement plan, and networks change every year. Hospital pages describe services as the systems present them and are not independent quality ratings.
Climate in Carrollton
Carrollton has a hot, humid-subtropical climate typical of North Texas. No official climate-normals station sits in Carrollton, so the figures here use the National Centers for Environmental Information 1991-2020 monthly normals for the Dallas-Fort Worth Airport station as a regional reference, not as a Carrollton measurement. At that station the normal daily high averages 56.5 degrees Fahrenheit in January, 95.6 in July and 95.8 in August, and the normal January low is 36.1.
The normals list 22.3 days in June, 28.7 in July and 27.6 in August with a high of 90 degrees or more, and 7.4 days in July and 9.7 in August at 100 degrees or more. Winter brings 10.6 nights in January and 8.1 in December at or below 32 degrees. Monthly precipitation normals run from 2.08 inches in July to 4.78 inches in May. Plan for cooling costs and summer power interruptions; the guide to hail, drought, heat and outages explains the statewide context.
Lifestyle and recreation in Carrollton
Rail is Carrollton's clearest everyday asset. DART's Green Line runs from North Carrollton/Frankford Station through downtown Dallas, and its stops include the Southwestern Medical District / Parkland and Inwood / Love Field stations. DART says its network connects riders to the Denton County Transportation Authority's A-Train at the Trinity Mills Station in Carrollton, and DART's facts page lists Carrollton among its 12 member cities. DART says riders 65 and older are eligible for reduced fares, and its February 2026 announcement set the reduced regional day pass at $4.50 effective March 1, 2026 and discontinued the Senior Retail Annual Pass in favor of a reduced fare 31-day pass.
The city's own senior center, recreation and library programs are best confirmed with the City of Carrollton directly; check current hours, membership and transportation before relying on them.
Housing in Carrollton
The survey counts 53,557 housing units in Carrollton. About 59.0 percent are single-family detached homes and 14.0 percent are in buildings of 20 or more units. The stock is concentrated in the late twentieth century: the survey estimates 28.9 percent of units were built in the 1980s, 18.2 percent in the 1970s, 16.4 percent in the 1990s, 13.4 percent between 2010 and 2019, 13.2 percent between 2000 and 2009, 5.4 percent in the 1960s, 2.7 percent in the 1950s and 0.9 percent in 2020 or later. Compared with Allen, where 33.0 percent of units date from 2000 to 2009, Carrollton offers older homes at a lower median value, with the maintenance questions that implies.
No age-restricted community in Carrollton is described on this site; Frisco Lakes in Frisco is a 55+ option elsewhere in the region. Verify the school district, appraisal district, flood-map status and any special-district obligations for every address.
Water supply from Dallas Water Utilities
Carrollton is among the wholesale water customers shown in Dallas Water Utilities' December 2025 water supply briefing, which says the system serves 2.6 million treated water customers, including 1.3 million retail customers in the City of Dallas and 1.3 million wholesale. The City of Dallas 2019 Drought Contingency Plan sets Stage 1 triggers when connected lake supply falls below 65 percent of Dallas Water Utilities' share of conservation storage, Stage 2 at 50 percent and Stage 3 at 35 percent, and provides that at Stage 3 the Director may allocate water pro rata to wholesale customers. Check Carrollton's own ordinance and current stage before moving.
DFW Airport
DFW International Airport describes itself as offering 193 domestic and 77 international nonstop destinations. The airport sites do not publish drive times from Carrollton, and travel time varies with the hour; check the route and any rail connection with DART before relying on transit for a flight.
