Fair Oaks Ranch: best for, and think twice if

Best for

  • Buyers who want a quiet low-density setting: 98.5 percent of Fair Oaks Ranch's units are single-family detached homes and 98.5 percent of occupied homes are owner-occupied.
  • Buyers who compare city tax rates: the Comptroller lists the City of Fair Oaks Ranch at 0.2853 per $100 for 2025, and Bexar County's table shows a $50,000 over-65 exemption for it.
  • Buyers who want Boerne services next door: Methodist ER Boerne is a 24-hour freestanding emergency room, and San Antonio's inpatient hospitals and airport are further out.

Think twice if

  • Think twice if you want a hospital in the city: none is listed in Kendall County, the emergency room the sources names is a freestanding ER in Boerne, and inpatient hospitals are in San Antonio.
  • Think twice if entry cost matters: the median owner-occupied value is $612,700, and the median owner cost without a mortgage is still $1,168 a month before insurance and fees.
  • Think twice if water limits concern you: the city utility runs a staged Drought Contingency Plan and moved to Stage 1 effective August 1, and stages can tighten again if conditions worsen.

Retiring in Fair Oaks Ranch: overview

Fair Oaks Ranch is in Kendall County, Texas, within the Texas Hill Country region.

Fair Oaks Ranch is an incorporated city whose land lies in three counties. Its own taxes page links the truth-in-taxation sites of Comal, Kendall and Bexar counties, and the Comptroller's 2025 city rate reports list the city in each of those counties. The American Community Survey 2019-2023 five-year profile estimates its population at 10,630 and its median age at 45.5 years, and counts 2,106 residents aged 65 and over, or 19.8 percent. That is above the share in a typical new suburb but well below a retirement-concentrated town. Fair Oaks Ranch is a high-income, low-density residential city where many owners are in or near retirement rather than a retirement community in the marketing sense.

The case for it is quiet streets, a city government that publishes budget and tax material in detail, and proximity to both Boerne and San Antonio services. The tradeoffs are cost, the tri-county tax picture, and the absence of a hospital in the city. The survey estimates a median owner-occupied home value of $612,700, and 98.5 percent of homes are single-family detached. No 55-plus community in Fair Oaks Ranch is covered by this guide.

The city sits next to Boerne, whose downtown, freestanding emergency room and Kendall County services many Fair Oaks Ranch residents use, and it relates to San Antonio, where the region's inpatient hospitals and airport are.

Cost of living in Fair Oaks Ranch

The American Community Survey economic profile estimates a median household income of $168,309 for Fair Oaks Ranch and says 3.6 percent of people had income below the poverty level. It estimates that 1,344 households, or 35.1 percent, receive Social Security income, and that 5.1 percent of residents have no health insurance coverage. The housing profile estimates a median value of $612,700 for owner-occupied homes. For owners the median monthly cost is $3,332 for homes with a mortgage and $1,168 for homes without one. The survey reports no usable median rent, consistent with a city where almost every occupied home is owner-occupied.

Those medians describe one of the costlier ownership markets in the region, supported by high household incomes. A retiree arriving with equity from a sale elsewhere will find the entry cost high and the carrying cost for a mortgage-free owner, $1,168 a month at the median, still substantial before insurance and any special fees. Survey medians lag the market, so current listings are a better guide to a particular purchase.

Texas has no state personal income tax, which helps retirement income but does not change property taxes, sales taxes or insurance. The Texas retirement taxes guide covers the statewide picture.

Property taxes in Fair Oaks Ranch

Which appraisal district applies depends on which county a parcel lies in: Kendall Appraisal District, Bexar Appraisal District or Comal Appraisal District. Kendall Appraisal District's home page lists the entities it appraises, including Kendall County, Boerne ISD, Comfort ISD, Blanco ISD, Comal ISD, Fredericksburg ISD, the City of Boerne, the City of Fair Oaks Ranch and Cow Creek Ground Water, and the tax statement for a property is the authoritative list of units.

For tax year 2025, the Texas Comptroller's city report lists a total City of Fair Oaks Ranch rate of 0.2853 per $100 of taxable value, made up of a maintenance rate of 0.25674 and a debt rate of 0.02856. The Comptroller's county report lists a 2025 Kendall County rate of 0.377. The school district reports list Boerne ISD at 1.0109 and Comal ISD at 1.0748 among the districts in Kendall County. For tax year 2026, Kendall Appraisal District's adopted-rate sheet lists Kendall County at 0.373, Boerne ISD at 1.0065 and Cow Creek groundwater district at 0.005. The 2025 and 2026 figures are different years and should not be compared as like-for-like.

The city's FY 2026-27 truth-in-taxation page states that the city adopted a tax rate that will raise more maintenance and operations taxes than last year's rate, effectively raised by 5.77 percent, and will raise taxes for maintenance and operations on a $100,000 home by approximately $14.97. The page also lists the budget calendar, with the proposed budget and tax rate hearings held on September 17 and adoption on September 22.

On exemptions, the Texas Comptroller explains that school districts must grant a $140,000 residence homestead exemption and an additional $60,000 exemption for homeowners who are 65 or older or disabled, and that other taxing units may adopt their own over-65 exemptions. The school exemption comes with a ceiling on school taxes, while any county or city ceiling is optional. The Bexar County Tax Assessor-Collector's 2025 table lists the City of Fair Oaks Ranch at 0.2853 with an over-65 exemption of 50,000, a disabled exemption of 50,000 and 2022 in its freeze-year column, and the Comal Appraisal District publishes its own exemption schedule that lists the City of Fair Oaks. Amounts can vary by county, so read the schedule for the county where the parcel lies. Exemptions reduce taxable value; they are not cash payments. See the homestead and school tax ceiling guide.

Insurance and risk in Fair Oaks Ranch

The most concrete risk in the city's own materials is water. The city's utility, Fair Oaks Ranch Utilities, operates a Drought Contingency Plan with stages. A stage system means watering limits that can tighten again if conditions worsen.

Wildfire and hail are the other exposures on a wooded Hill Country-edge lot. The Texas A&M Forest Service is the state's lead wildfire agency and publishes homeowner prevention and preparedness guidance. The Texas Department of Insurance advises filing a claim as soon as possible after hail or windstorm damage, taking pictures and video, preventing further damage and getting more than one repair estimate. Premiums are not quoted because they vary by address, roof, claims history and carrier.

For flood, FEMA's flood maps page explains that an area with a 1 percent or greater annual chance of flooding is high risk, that such areas have at least a one-in-four chance of flooding over a 30-year mortgage, and that there is no such thing as a no-risk zone. A standard homeowners policy does not cover flood. Because the city spans three counties, obtain the flood zone determination for the specific parcel. See the hail, wildfire, drought, heat and outages guide.

Healthcare access in Fair Oaks Ranch

No hospital is listed in Kendall County. The Centers for Medicare & Medicaid Services Hospital General Information file for Kendall County returns no results, and the Bexar County file lists the area's inpatient hospitals under San Antonio, among them Methodist Hospital Stone Oak, Baptist Medical Center, Westover Hills Baptist Hospital, CHRISTUS Santa Rosa Medical Center and University Health System, plus the San Antonio VA Medical Center. Ratings change with each release, so check Medicare's Care Compare.

Methodist Healthcare operates Methodist ER Boerne, a freestanding emergency room at 134 Menger Springs in Boerne, open 24 hours, which its page describes as a 20,560 square-foot facility with 15 private treatment rooms, a 16-slice CT scanner, a dedicated X-ray suite, ultrasound and telemetry. A freestanding emergency room is not a hospital with inpatient beds, so planning for surgery, cardiac or oncology care means choosing a hospital and physician group, and checking that the plan network covers them. Methodist's page also carries a notice about a contract dispute with one insurer, a reminder that network status changes. Travel times depend on the route and hour and are not stated. See the Texas healthcare geography and Medicare guide.

Climate in Fair Oaks Ranch

The National Oceanic and Atmospheric Administration's 1991-2020 normals for the Boerne station, the nearest station with temperature normals in the data used here, give an average July high of 92.5 degrees Fahrenheit and an August high of 94.1, a January average low of 36.6, 27.2 days at or above 90 degrees in August and 2.4 days at or above 100. The station averages 12.5 nights at or below 32 degrees in January. Monthly precipitation peaks in May at 5.28 inches and is lowest in February at 2.22 inches.

The Boerne station is not in Fair Oaks Ranch, and conditions at the city's elevation and tree cover can differ. See the Texas summer heat and humidity guide.

Lifestyle and recreation in Fair Oaks Ranch

The city's home page presents a council that meets twice a month, usually on the first and third Thursday, a municipal development district board, a strategic plan with a final questionnaire, an emergency alert program, a manager's weekly memo, and a reconstruction project for about 1.2 miles of Dietz Elkhorn Road between Fair Oaks Parkway and FM 3351. The city also links an AquaHawk portal for utility accounts. The city notes it moved from fairoaksranchtx.org to fairoaksranch.gov, so official city email now comes from the newer domain.

The city's pages emphasize governance and utilities more than amenities. The city's pages do not describe dining, a town center or a recreation center, so a retiree who wants those should check what is nearby in Boerne and San Antonio before buying, and think about transportation for the years when driving may become harder.

Housing in Fair Oaks Ranch

The survey estimates 4,130 housing units, of which 4,069, or 98.5 percent, are single-family detached homes, and that 98.5 percent of occupied homes are owner-occupied. It estimates 7.2 percent of units are vacant. About 27.5 percent of units were built from 2010 to 2019 and 2.7 percent in 2020 or later. Much of the stock is therefore recent single-family construction.

A buyer who wants low maintenance or a single-story plan should ask builders and listing agents about floor plans, and compare with the age-restricted communities described in the 55-plus versus all-age master-planned community guide.
