Mission: best for, and think twice if
Best for
- Buyers who want a hospital in town and a Winter Texan base: Mission Regional Medical Center has a geriatric-accredited emergency department, and a Texas House resolution cites about 50 RV parks.
- If owning rather than renting matters: 71.5% of occupied homes are owner-occupied and the ACS median owner-occupied home value is $160,800.
Think twice if
- Flooding is the exposure the sources stress: Hidalgo County Drainage District No. 1 says flooding from sources not on FEMA maps is possible and occurs often, so drainage history matters beyond the map.
- Think twice about summer heat: McAllen-station normals show a July average high of 98.5 degrees and about 177.0 days a year at or above 90.
- Buyers leaning on seasonal-visitor figures should note the 25,000 estimate comes from legislative resolution text, not a census, and 13.6% of units are vacant with seasonal vacancies not separated.

Retiring in Mission: overview
Mission is in Hidalgo County, Texas, within the Rio Grande Valley & South Padre region.
Mission is a Hidalgo County city west of McAllen in the Rio Grande Valley. The Census Bureau's American Community Survey 2019-2023 five-year profile estimates 86,234 residents and a median age of 34.8 years; 12,475 residents, or 14.5 percent, are 65 or older. Like McAllen, Mission is a working city of many ages. What gives it a place in retirement research is its seasonal role: a Texas House resolution introduced in 2025 to mark Mission Day at the State Capitol calls it a popular destination for Winter Texans and says it has about 50 RV parks and welcomes an estimated 25,000 seasonal residents during the coldest months of the year. A 2023 resolution for the same occasion used the same language.
Those figures come from legislative text honoring the city, not from a census of seasonal visitors, so they describe the scale and are not a measured count. The housing that serves winter visitors in Mission is mostly RV and resort parks and rentals, and this profile documents no 55-and-over master-planned community. The sections below set out what public records say about taxes, insurance, healthcare, climate and water, with the year of each figure. For the general Texas tax picture, see Texas retirement taxes.
Cost of living in Mission
The 2019-2023 American Community Survey estimates a median household income of $60,813 for Mission, a median value of $160,800 for owner-occupied homes, a median gross rent of $931 per month and median monthly owner costs of $1,691 for homes with a mortgage. The home value estimate carries a margin of error of about $7,873, and the five-year window lags current prices; recent listings and sales are a better guide to what a specific home costs.
Property tax, insurance and water are the costs most likely to differ from those in other Texas regions, and each is addressed below. Utilities, groceries and healthcare vary by household and plan, so compare actual quotes and statements for a specific property.
Property taxes in Mission
Hidalgo County Appraisal District, at 4405 S Professional Drive in Edinburg, appraises property in the county, and its home page describes homestead and over-65 exemptions as property tax relief for primary residences with additional benefits and protections for owners aged 65 and older. The Hidalgo County Tax Office's Truth in Taxation summary lists adopted rates by taxing unit. For tax year 2025 it lists the City of Mission at 0.5580 per $100 of taxable value (0.4823 for maintenance and operations and 0.0757 for debt), Hidalgo County at 0.5750, Hidalgo County Drainage District No. 1 at 0.1123 and South Texas College at 0.1620. It lists Mission CISD at 1.1130 for each of tax years 2022, 2023 and 2024. Rates change every budget year and not every unit applies to every address, so a parcel's tax statement is the authority; the Texas Comptroller's county directory lists the City of Mission and Mission Consolidated ISD among the county's active taxing units, together with many other school districts, so confirm which district serves an address.
Exemptions reduce taxable value; they are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 exemption on a residence homestead and Section 11.13(c) an additional $60,000 for homeowners who are 65 or older or disabled, and that other taxing units may adopt local option exemptions. Hidalgo County's posted homestead application says the age-65 exemption can be claimed for the year in which the owner turns 65 and that applications are accepted beginning January 1 and no later than April 30 of the year. The school-tax ceiling for age-65 homesteads has its own conditions and is not a freeze on every tax; see homestead and age-65 exemptions and property taxes and appraisal districts.

South Texas College is not listed because its figure cannot be matched cleanly in the saved table; emergency services districts and local exemption amounts are also left out. Estimate property tax for a home price.
Insurance and risk in Mission
Mission is inland, and Hidalgo County is not among the 14 first-tier coastal counties in the Texas Windstorm Insurance Association's designated area. The Texas Department of Insurance explains that anywhere in Texas except along the coast a homeowners policy probably includes wind and hail coverage, though the windstorm deductible may differ from other deductibles. Compare roof age, material and deductibles when you get quotes.
Flooding is the exposure that most often catches Valley owners out. Hidalgo County Drainage District No. 1 says flooding from sources not shown on FEMA flood maps is possible and occurs often in Hidalgo County, and that on a national basis one-third of flood loss claims come from properties outside the mapped 1 percent floodplain. FEMA states that most homeowners insurance does not cover flood damage and that flood insurance is a separate policy. The National Weather Service in Brownsville adds that a flood policy takes 30 days to become active after payment and signing. Its hurricane history says Hurricane Dolly in July 2008 brought 12 to 18 inches or more of rain and flooding across Cameron, Hidalgo, Willacy and Starr counties, with damage over $1 billion, and that Hurricane Beulah in 1967 produced gusts to 100 mph as far inland as Pharr and Edinburg. The drainage district defines hurricane season as June 1 to November 30.
Healthcare access in Mission
Mission Regional Medical Center, at 900 S Bryan Rd, describes itself as an award-winning hospital close to home and as a geriatric-accredited emergency department, recognized for excellence in specialized care for older adults. Its website lists it as part of Prime Healthcare, and a news item on the Prime-affiliated Harlingen Medical Center site dated October 6, 2026 says residency programs have placed 76 young doctors at Harlingen Medical Center, Knapp Medical Center in Weslaco and Mission Regional Medical Center.
South Texas Health System ER Mission, at 900 East Expressway 83, is a freestanding emergency department that the system says serves western Hidalgo County, operates around the clock and can arrange transfer to a patient's preferred hospital; it is a separate facility from Mission Regional. South Texas Health System McAllen describes itself as a comprehensive Level I Trauma Center for Hidalgo County, and DHR Health's locations directory lists a diabetes and endocrinology institute in Mission with its main campus in Edinburg. Which facility a household uses depends on its physicians and its Medicare or private plan network, which changes annually; confirm network participation before choosing a home. See also the guide to Texas healthcare geography and Medicare.
Climate in Mission
Mission has no climate-normals station of its own. The National Centers for Environmental Information's 1991-2020 monthly normals for the McAllen Miller International Airport station serve here as a regional reference and are not a Mission measurement. At that station the normal daily high averages 72.8 degrees Fahrenheit in January, 98.5 in July and 99.6 in August, and the normal low averages 52.7 in January. The normals count 30.0 days at or above 90 degrees in August and 15.5 days at or above 100 in August; calculated from the monthly counts, that is about 177.0 days a year at or above 90. Monthly precipitation normals run from 0.72 inches in February to 4.61 inches in September, and our arithmetic from the twelve monthly values gives about 22.16 inches for the year.
The guide to Texas summer heat, humidity and climate by region compares these figures with other parts of the state.
Lifestyle and recreation in Mission
The 2025 House resolution lists the National Butterfly Center, the World Birding Center headquarters, Bentsen-Rio Grande Valley State Park and a 10-mile Mission Hike and Bike Trail among the city's recreation, notes that Mission has been recognized as an All-America City since 2019, and says the city celebrates the Texas Citrus Fiesta each year. The City of Mission's website, whose City Hall is at 1201 E 8th Street, links to the Mission Economic Development Corporation, the Greater Mission Chamber of Commerce and Valley Metro.
Split Rail RV Park & Resort at 513 N. Los Ebanos Road, in Mission, describes itself as family owned and operated since 1978 and as the Valley's friendliest retirement community, with seasonal rates for 2026-2027, homes for sale or rent, and a monthly activity calendar. That is how the park markets itself; verify occupancy and age rules directly with the park before relying on it.
Housing in Mission
The 2019-2023 profile counts 32,586 housing units in Mission, of which 20,117 are owner-occupied, or 71.5 percent of occupied units, leaving 28.5 percent renter-occupied. The survey estimates 4,442 vacant units, or 13.6 percent of the stock, and does not separate seasonal vacancies from other kinds. Winter-visitor housing in Mission includes RV and resort parks, rentals and second homes alongside conventional single-family housing; check the school district, city limits, flood-map status and any special-district levy for a specific address.
Water supply and conservation
A Texas Water Development Board county summary dated January 2024 lists the City of Mission as a municipal water user group whose current source is the Amistad-Falcon Lake/Reservoir System. The 2021 Rio Grande Regional Water Plan, as summarized there, projected a Mission water need of 8,514 acre-feet per year in 2020 and 31,446 in 2070, equal to 42 percent of demand in 2020 and 73 percent by 2070, and recommended strategies including direct potable reuse, drought management, groundwater desalination, municipal conservation and other surface water.
The City of Mission's website posts a quadrant map for Stage 2 water conservation restrictions, and the map in the city's document center is marked effective 8/3/2022. Restrictions depend on supply conditions and can change, so ask the city's utility which stage and watering schedule apply before planning an irrigated landscape.
