The Aransas County Tax Assessor-Collector publishes a 2025 table of rates and exemptions for the entities it collects for. For tax year 2025 it lists the Rockport-Fulton Independent School District at 0.7669 per $100 of taxable value (0.6769 for maintenance and operations and 0.0900 for debt), the City of Rockport at 0.426475, the county's general rate at 0.333155, a road and flood rate at 0.045345 and a navigation district at 0.030599. The table totals the rate for a property inside Rockport city limits at 1.602474 per $100. Properties in a municipal utility district carry an additional line, and the table gives a separate total for those located in a portion of Lamar. Rates change every budget year, so confirm the current year's figures with the tax office.

Exemptions reduce taxable value; they are not cash payments. The same table lists a school-district residence homestead exemption of $140,000 for Rockport-Fulton ISD and $60,000 in its over-65 column, which matches the Texas Comptroller's description of the state-mandated amounts under Tax Code Section 11.13(b) and (c). It lists the county and the City of Rockport with a homestead exemption of 5 percent with a $5,000 minimum and an amount of $7,500 in their over-65 columns, the road and flood district with $3,000 and $7,500, and the navigation district with $7,500 in the over-65 column. Insurance and risk in Rockport

Rockport has direct modern experience of a major hurricane. The National Weather Service in Corpus Christi reports that Hurricane Harvey made landfall on August 25, 2017 as a Category 4 hurricane, the first major hurricane to strike the middle Texas coast since Celia in 1970, and that Rockport and Fulton took a direct hit from its eyewall, with roofs blown off, walls collapsed and electricity and water services lost. The National Hurricane Center's report places the center on the northern end of San Jose Island about 5 nautical miles east of Rockport, with estimated sustained winds of 115 knots, and records the highest observed gust, 126 knots, near Rockport. It says damage was extreme in Aransas County and the nearby counties, with approximately 15,000 homes destroyed and 25,000 damaged across those areas, and that the city of Rockport was hit particularly hard.

Insurance rules follow from that exposure. The Texas Windstorm Insurance Association states that its designated area includes all 14 first-tier coastal counties, and Aransas County is on that list. The Texas Department of Insurance explains that coastal homeowners policies may exclude wind and hail, that many people buy a separate policy through the association, that windstorm coverage is not required by law but a mortgage lender will likely require it, and that a policy cannot be bought while a hurricane is in the Gulf of Mexico. To be eligible, an applicant must have been turned down by a private insurer and the property must generally have a certificate of compliance. TDI adds that most new construction, roof replacements and major repairs require a windstorm inspection and certificate, so a rebuilt or re-roofed Rockport home should come with that documentation. Rockport lies on Aransas and Copano Bays, and the National Hurricane Center's report notes storm-surge inundation of 4 to 7 feet above ground at Copano Bay and 6 to 10 feet in the back bays between Port Aransas and Matagorda. Flood coverage is a separate policy, and FEMA says most homeowners insurance does not cover flood damage.

Rockport's medical anchor is ER 24/7 Rockport at 400 Enterprise Boulevard, which it describes as a department of Corpus Christi Medical Center. The page says it is open 24 hours, including holidays, with board-certified emergency medicine physicians and on-site lab testing and imaging, and that it accepts most major insurance plans and Medicare. It also says the affiliation with the Corpus Christi Medical Center healthcare system allows direct admission by ambulance to the system's other network hospitals. In practice, a household needing inpatient care, surgery or specialists should plan on care in the Corpus Christi network or elsewhere in the Coastal Bend, and should check which hospital its physicians and Medicare plan use.

This is a different situation from a city with a full hospital. A freestanding emergency room can stabilize and transfer, but it does not replace inpatient beds, and response and transport times during a storm or evacuation can change. Rockport has a hot, humid subtropical Gulf Coast climate. No climate-normals station in Rockport was used here, so the figures below are the National Centers for Environmental Information's 1991-2020 monthly normals for the Corpus Christi station and serve as a regional reference. At that station the average daily high is 67.9 degrees Fahrenheit in January, 93.7 in July and 95.0 in August, and the average daily low is 48.0 in January. The monthly counts of days at or above 90 degrees are 23.2 in June, 28.2 in July and 29.0 in August, about 123 across the year by our arithmetic from the monthly figures.

Monthly precipitation normals run from 1.29 inches in February to 5.42 inches in September, and our arithmetic gives about 31.74 inches for the year. September is both the wettest month and part of the peak of the Atlantic hurricane season. The Rockport-Fulton Chamber of Commerce lists outdoor activities, birding, fishing, attractions, a visitor center and annual events, including a hummingbird celebration and a SeaFair festival, among its offerings. The City of Rockport's site organizes its tourism pages around coastal adventures and outdoor experiences, arts, culture, museum and historical sites, and shopping, dining and lodging.

Wildlife is a defining feature of the Coastal Bend. The U.S. Fish and Wildlife Service describes Aransas National Wildlife Refuge as best known as the wintering home of the last wild flock of endangered whooping cranes. The refuge encompasses more than 115,000 acres, attracts more than 400 species of birds, and offers a 16-mile auto tour, a fishing pier and observation towers. For retirees who want birding, fishing and quiet water in a small community, that is a strong draw; for those who want theaters, large shopping districts or university events, Corpus Christi is the nearby larger center.

The Census Bureau's 2019-2023 profile counts 6,816 housing units in Rockport city, of which 23.4 percent are vacant, and puts the owner-occupied share of occupied homes at 70.5 percent, with 29.5 percent renter-occupied. A vacancy rate near one in four is high for a city and typically reflects second homes, rental or vacation properties and units out of service, though the profile does not break out the reasons. The National Hurricane Center's Harvey report states that approximately 15,000 homes were destroyed and 25,000 damaged in Aransas, Nueces, Refugio and eastern San Patricio Counties, so much of the housing stock in and around Rockport has been rebuilt or repaired since 2017.

Buyers should therefore ask about the year of construction or rebuild, the wind rating, the windstorm certificate of compliance, elevation and the flood zone before they make an offer. They should also check the water situation: the City of Rockport's home page states that the city moved from Stage 2 moderate to Stage 1 mild water shortage conditions.
