Each occupied dwelling unit must be occupied by at least one person 55 or older, with an exception that lets other qualified occupants stay after the age-qualified occupant's occupancy ends, and at least 80% of occupied dwelling units must have at least one occupant aged 55 or older, calculated under federal or state law including 24 CFR 100.305. The Declaration also says no person under 19 may stay overnight in a dwelling unit for more than 90 days in any 12-month period. Its definitions treat an age-qualified occupant as a person 55 or older, or a person 50 or older who is the original purchaser from the declarant. The association's FAQ summarizes the rule as at least 80 percent of occupied homes needing one resident 55 or older and no one under 19 living there; where the FAQ and the Declaration differ in wording, the recorded Declaration controls, so read it and the association's current age-verification policy before buying.

Pricing at Hill Country Retreat

The association's pages do not publish home prices. Because the FAQ says the community is completely built out, there is no builder price list; prices are set in the resale market and the FAQ tells visitors to use any real estate site or a real estate agent to identify homes. Appraised values for any address can be looked up on the Bexar Central Appraisal District property search, but an appraised value is not a sale price, and recent closed sales on the same street and for the same model are a better guide than a list price.

The Hill Country Retreat Community Association is run by a resident Board of Directors and committee volunteers with a professional management company, CCMC, according to its FAQ. The FAQ states that the 2025 quarterly assessment is $556.50, which includes a $55.50 trash fee, and that the remainder covers the vast majority of operating costs and entitles owners to use all the amenities. Our arithmetic from that figure: four quarterly payments of $556.50 total $2,226 a year. The FAQ page carries an 'Updated 12/20/23' line while quoting a 2025 figure, and assessments change with the annual budget, so request the current assessment in writing before relying on it.

The association says its assessments fund operating, reserve and capital improvement funds. The recorded Declaration adds fees that arise at sale. A New Member Fee is charged to the seller on each sale or transfer, in an amount set by the board but not more than the greater of $650 or 1/3 of one percent of the gross selling price, though buyer and seller can agree between themselves who pays it. A Supplemental Reserve Contribution is due from the purchaser and/or seller on a sale, in the amount of $1,500 or such greater amount as the board determines, and an administrative transfer fee in an amount set by the board is also payable on transfer. The association's public governing-documents page lists a separate resolution on the collection and amount of the Supplemental Reserve Contribution, so the current figure may be higher than the Declaration's $1,500; ask for that resolution. These are provisions of a 2023 declaration, not current quoted prices.

The Declaration also allows homeowners to lease a lot, with the board permitted to require a minimum lease term of up to 12 months, and it provides that leased lots remain bound by the governing documents. It authorizes gated entries and says an electronic device fee may be charged for gate operation. Resale buyers should ask for the resale certificate, the current budget, the reserve study and the association's fine and enforcement policy, which the association lists among its public documents.

The FAQ says many activities are free but others require a fee to cover their costs, and that the assessment entitles owners to use all the amenities. The Declaration says each lot occupied by an age-qualified occupant entitles the owner to up to two activity cards, renewed without charge while assessments are paid, with additional and guest cards subject to board policies and charges. The association publishes no separate club membership fee or golf fee.

The community's materials do not identify whether any public improvement district, municipal utility district or other special district applies.
