This region centers on San Antonio in Bexar County and the cities around it, among them Windcrest, Shavano Park and Helotes in Bexar County, Seguin and Cibolo in Guadalupe County, Schertz (listed by both the Guadalupe and Comal appraisal districts) and Bulverde in Comal County. It differs from the other Texas retirement regions in one respect that matters for planning: it is a metro, not a single town or a single retirement market. The American Community Survey 2019-2023 five-year profile counts 1,458,954 residents in the city of San Antonio, with a median age of 34.6 and 13.1 percent of residents aged 65 and over. Retirement here is therefore a matter of choosing a part of a very large place, and the answers to property tax, insurance, water and healthcare questions change from one address to the next.
Smaller-town and river-and-hills settings are covered separately. New Braunfels, Boerne and Fair Oaks Ranch are described under the Texas Hill Country region, and buyers who want that setting should start there. - Buyers who value an international airport with nonstop service to dozens of cities, including Atlanta, Chicago-O'Hare, Dallas/Fort Worth, Denver, Houston-Intercontinental and Washington-Dulles according to the airport's own list.
- Households that prefer a resale purchase in an established, gated 55 and over community such as Hill Country Retreat, and are comfortable reading its recorded declaration and fee provisions.
Who may prefer somewhere else
- Buyers who want a small town or a river-and-hills setting with a short trip to a hospital; the Texas Hill Country region and New Braunfels are better starting points.
- Buyers who want new construction inside an age-restricted community with a builder still selling; the builders' own San Antonio-market pages list such communities outside the city, in the Hill Country, not inside San Antonio.
- Buyers who want a single predictable property-tax rate across the metro; the Bexar County list for tax year 2025 shows school district, city and special district rates that differ widely by address.
- Households sensitive to drought-stage watering rules, hail exposure or flash flooding, who should check each of those at the address level before choosing any part of the metro.
Major tradeoffs in San Antonio & Surrounding Communities
- Healthcare depth and an international airport come with a large metro in which drive times vary with the part of town and the time of day; none are quoted here, so test the routes you would drive.
- Property tax is not one number. The Bexar County Tax Assessor-Collector's tax year 2025 list shows school district rates from 0.931900 to 1.257500 per $100 of taxable value, and cities, a hospital district, emergency service districts and improvement districts add other layers.
- Water rules depend on the aquifer. SAWS and the Edwards Aquifer Authority were both in Stage 3 on October 8, 2026, and Stage 3 limits landscape watering to once a week and applies a surcharge to heavy use.
- Flood and hail are documented hazards in the city's own program and in National Weather Service event summaries, and they vary by address rather than by metro.

Housing in San Antonio & Surrounding Communities
San Antonio city has 603,213 housing units, 52.4 percent of occupied units owner-occupied, a median owner-occupied home value of $219,700 and a median gross rent of $1,258 in the 2019-2023 five-year American Community Survey. These are citywide figures for all ages, and prices in individual neighborhoods can differ greatly from them.
The cities around San Antonio vary in how many older residents they have. In the same five-year survey, residents aged 65 and over make up 39.4 percent of Windcrest (population 5,815), 30.0 percent of Bulverde (6,164), 29.8 percent of Shavano Park (3,602), 17.9 percent of Helotes (9,372), 16.3 percent of Seguin (31,789), 14.0 percent of Schertz (43,128) and 9.9 percent of Cibolo (33,829). Median age is 53.5 in Windcrest, 53.9 in Bulverde and 50.9 in Shavano Park. Higher shares do not by themselves make a place suited to retirement, but they show where older households already cluster.
Property tax differs by county and city as well as by school district. The Bexar County list for tax year 2025 shows city rates per $100 of 0.370147 for Alamo Heights, 0.446226 for Windcrest, 0.310000 for Helotes, 0.312742 for Shavano Park and 0.530000 for Universal City, compared with 0.541590 for the City of San Antonio. Seguin, Schertz and Cibolo appear on the Guadalupe Appraisal District's 2025 residential exemption list, and the Comal Appraisal District's 2025 exemption schedule includes the Cities of Bulverde and Schertz, so these suburbs sit under different appraisal districts from Bexar County. Healthcare in San Antonio & Surrounding Communities
The Centers for Medicare & Medicaid Services Hospital General Information dataset for Bexar County lists, among others, Baptist Medical Center, University Health System, CHRISTUS Santa Rosa Medical Center, Methodist Hospital, Methodist Hospital Stone Oak, Baptist Neighborhood Hospital Thousand Oaks, Westover Hills Baptist Hospital, Children's Hospital of San Antonio, Brooke Army Medical Center at Fort Sam Houston and the San Antonio VA Medical Center. Methodist Hospital calls itself the flagship facility in the South Texas Medical Center. University Health says it is the only locally owned and operated health system in San Antonio and Bexar County, that its University Hospital is the region's only Level I trauma center for adults and children, and that it plans to open two new community hospitals in 2027. CHRISTUS Santa Rosa Hospital - Westover Hills reports Comprehensive Stroke Center designation from DNV.
For veterans, the VA South Texas Veterans Health Care System lists a location at 7400 Merton Minter Boulevard in San Antonio. For military retirees, an October 2020 Air Force article on the Joint Base San Antonio retirement offices said the Fort Sam Houston retirement services officer served a region with more than 150,000 retirees; because that article is from 2020, confirm office locations, hours and services with the base. The suburbs and towns around the city rely on these San Antonio facilities or on local emergency rooms, and the Hill Country towns to the north have their own hospitals; see the Texas Hill Country region. Hospital networks differ by Medicare Advantage plan, so check a plan's network before choosing a home near a particular system.
Getting around and airports: San Antonio & Surrounding Communities
San Antonio International Airport, at 9800 Airport Blvd., has a website that identifies itself as the Official Website of the City of San Antonio. Its nonstop destinations page lists service on carriers including American, Delta, Frontier, Southwest and United to cities such as Atlanta, Chicago-O'Hare, Dallas/Fort Worth, Denver, Houston-Intercontinental, Los Angeles, New York, Orlando, Phoenix, Seattle and Washington-Dulles, along with several destinations in Mexico. Schedules change, so confirm routes with the airline.
VIA Metropolitan Transit's reduced-fare page says seniors aged 62 and older with proof of age pay 25 cents per trip from 9 a.m. to 3 p.m. Monday through Friday and ride free on Saturdays and Sundays. Confirm that VIA serves a specific address before relying on transit. Drive times are not quoted here.
Insurance and risk in San Antonio & Surrounding Communities
Flood: the City of San Antonio's flood program says the potential for serious flooding continues, and its historical page counts 129 flood events from 1993 to 2014 with 16 deaths and 507 injuries, citing National Climatic Data Center data. The October 1998 flood damaged more than 1,150 dwelling units and caused over $115 million in damage; on May 25, 2013, the airport recorded 9.87 inches in 24 hours, and most flooding was in north central and northwest San Antonio along and just inside Loop 410. Bexar County runs a low-water-crossing monitoring site and the City links to FEMA flood maps, so check an address against the maps rather than judging by neighborhood name.
Hail: the National Weather Service summary of April 12, 2016 describes a swath of very large hail just north of downtown San Antonio, with a largest stone of 4.5 inches and damage estimated at about $1.36 billion. The Texas Department of Insurance advises filing a claim promptly after hail or wind damage and not working with contractors who offer to waive a deductible. The Texas Windstorm Insurance Association's designated area covers 14 first-tier coastal counties and parts of Harris County, which does not include Bexar County, so wind and hail cover here comes through the private market.
Drought and water: the Edwards Aquifer Authority declared Stage 3 Critical Period Management for the San Antonio Pool, requiring a 35 percent reduction in authorized pumping by permit holders, and SAWS reported on October 8, 2026 an aquifer level of 641.7 feet with Stage 3 watering rules in effect. The Authority says it does not enforce lawn watering rules, and its page lists many separate water providers in Bexar County, among them SAWS, Cadillac Water Corporation and the cities of Alamo Heights, Converse, Kirby, Leon Valley, Live Oak, Selma, Shavano Park and Universal City, so the stage rules that apply depend on the provider serving the address. The National Weather Service drought statement valid October 1, 2026 described moderate to extreme drought across portions of the I-35 corridor and called September very dry and hot.
Recreation and lifestyle in San Antonio & Surrounding Communities
San Antonio Missions National Historical Park, which the National Park Service calls the only UNESCO World Heritage Site in Texas, has four historic mission communities within the city, and a Hike and Bike Trail connects all four missions to downtown. Beyond the park, the metro's recreation is that of a large city, and the Hill Country to the north and west offers river, hill and small-town settings under the Texas Hill Country region. Hill Country Retreat's association lists a 28,000 square foot amenity center with indoor and outdoor pools, tennis, pickleball and bocce, a fitness center, a library and about 5 miles of walking trails for residents.
55+ and active-adult communities in San Antonio & Surrounding Communities
Hill Country Retreat is the established age-restricted community profiled in this region. Its recorded declaration states that it is intended to provide housing primarily for persons 55 years of age or older and that at least 80% of occupied dwelling units must have at least one occupant 55 or older; the association's FAQ describes the same rule and says no one under 19 may live there, while the declaration limits overnight stays by anyone under 19 to 90 days in a 12-month period. Read the declaration's Article III and the association's current age-verification policy before buying.
A 55 and over community differs from a retirement-friendly all-age neighborhood, and buyers should confirm which one they are looking at from the community's own governing documents. New construction in San Antonio & Surrounding Communities
Hill Country Retreat is completely built out, according to its association's FAQ, so homes there are resales. Del Webb's San Antonio metro page lists Del Webb New Braunfels at Veramendi in its San Antonio-area search, and Toll Brothers lists Regency at Esperanza, which it describes as a 55+ active-adult community in Boerne, Kendall County, under its San Antonio market. Both are outside the city of San Antonio and belong to the Hill Country area; see New Braunfels and the Texas Hill Country region. Whichever route you take, new construction and resale carry different tax, fee and warranty considerations, and builder prices and incentives change frequently.
