The Hidalgo County Tax Office publishes a Truth in Taxation summary under Tax Code Section 26.16 that lists each unit's adopted rate for tax years 2021 through 2025. For tax year 2025 it lists the City of Edinburg at 0.6300 per $100 of taxable value (0.5196 for maintenance and operations and 0.1104 for debt), Edinburg CISD at 0.8617 (0.7759 for maintenance and operations and 0.0858 for debt), Hidalgo County at 0.5750, Hidalgo County Drainage District No. 1 at 0.1123 and South Texas College at 0.1620. The same table lists the city at 0.6300 for 2024 and 2023 and at 0.6400 for 2022, and the school district at 0.8727 for 2024 and 0.8750 for 2023. Rates change every budget year, and not every unit applies to every address.
As an illustration of the arithmetic only, adding the five 2025 rates above gives 2.3410 per $100 of taxable value, so a taxable value of $100,000 would carry about $2,341 in tax from those five units before any exemption, and an address can be taxed by additional units such as an emergency services district.
Exemptions reduce taxable value; they are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 exemption on a residence homestead and Section 11.13(c) an additional $60,000 for homeowners who are 65 or older or disabled, and that taxing units may adopt local option exemptions, with an age-65 local option of at least $3,000. Hidalgo County's posted homestead application says the age-65 exemption can be claimed for the year in which the owner turns 65, that applications are accepted beginning January 1 and no later than April 30 of the year, and that a surviving spouse who was 55 or older when the qualifying spouse died may keep the exemption if the property remains a residence homestead. Insurance and risk in Edinburg
Edinburg is inland. Hidalgo County is not among the 14 first-tier coastal counties that the Texas Windstorm Insurance Association lists as its designated area, so a home here would ordinarily seek wind and hail coverage in the regular market. The Texas Department of Insurance explains that anywhere in Texas except along the coast a homeowners policy probably includes wind and hail coverage, though the deductible for windstorm damage may differ from other deductibles. Flooding is the exposure most specific to the Valley. Hidalgo County Drainage District No. 1, which has its office on North Doolittle Road in Edinburg, says flooding from sources not shown on FEMA flood maps is possible and occurs often in Hidalgo County, because excess stormwater often cannot drain fast enough and ponds into homes, and that on a national basis one-third of flood loss claims come from properties outside the mapped 1 percent floodplain. The district reports that it maintains 780 miles of ditches. Hidalgo County and its cities participate in the National Flood Insurance Program. FEMA states that most homeowners insurance does not cover flood damage and that flood insurance is a separate policy; the National Weather Service in Brownsville adds that a flood policy takes 30 days from payment and signing to become active, so it should be in place before a storm threatens.
Hurricanes matter inland as well. The National Weather Service Brownsville/Rio Grande Valley office's hurricane history says Hurricane Beulah in September 1967 produced gusts to 100 mph as far inland as Pharr and Edinburg, and that Hurricane Dolly in July 2008 caused damage and flooding across the Valley to the tune of over $1 billion. No single risk label fits a whole city, so check each address against the flood maps and ask insurers about it directly.

Trenton Road, South Texas Health System Behavioral at 2102 W. Trenton Rd., and an Edinburg rehabilitation unit at the same Trenton Road address as the main hospital. It also lists two freestanding emergency rooms in Edinburg, South Texas Health System ER McColl at 4702 South McColl Road and ER Monte Cristo at 3615 North Interstate 69C. A freestanding emergency room treats emergencies but is not an inpatient hospital, so a patient who needs admission is moved to a hospital.

It puts the average daily high at 72.8 degrees Fahrenheit in January, 98.5 in July and 99.6 in August, with an average January low of 52.7. The normals count 29.8 days at or above 90 degrees in July and 30.0 in August, and 15.5 days at or above 100 degrees in August; calculated from the monthly counts, that is about 177.0 days a year at or above 90 and about 39.9 at or above 100. Freezing nights are rare, with monthly normals of 0.3 days at or below 32 degrees in January and February and 0.2 in December.
Rain is modest and uneven. It projects a water need of 6,835 acre-feet per year in 2020 and 23,152 in 2070, equal to 53 percent of Edinburg's demand in 2020 rising to 85 percent in 2070, and it recommends drought management, municipal conservation, other direct reuse and other surface water as strategies.
