  • You are drawn to a golf-oriented all-age community such as Comanche Trace, and you will price the club membership separately from the house.

  • Think twice if flood exposure matters: the July 2026 flood put more than 10 inches of rain at Boerne City Lake, and Cibolo Creek rose over two inches per minute, forcing evacuations along the creek.

Special districts are higher and apply only inside their boundaries: Kendall County MUD No. 1 at 0.65, Miralomas MUD at 1.00 and Kendall County WCID No. 1 at 0.17388. All of these belong to one tax year, so they can be added for a given address. What a buyer should check: whether the property is inside the city limits, which school district applies, and whether any MUD or WCID is listed on the tax statement.Kerrville's figures come from three different years and cannot be added together. Kerr County's commissioners voted on September 14, 2026 for a county rate of 0.4081 per $100, which the county says equals its no-new-revenue rate. The City of Kerrville's notice on its FY2026 budget, published in September 2025, proposed 0.5711, up 0.0116 from the prior year and above the no-new-revenue rate of 0.5335, split between 0.1406 for debt service and 0.4305 for maintenance and operations; that is a proposed rate for tax year 2025. Kerrville ISD's tax-rate page posts its ordinance for tax year 2023, which set 0.8492 in total, made up of 0.6692 for maintenance and operations and 0.18 for debt. A buyer needs the 2026 rate for each unit on the parcel, and should not compare this mix of years with Boerne's single-year stack.
Over-65 exemptions and tax ceilingsThe Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and Section 11.13(c) an additional $60,000 for homeowners 65 or older or disabled. Boerne ISD's sheet lists exactly those amounts for 2026, 140,000 and 60,000, and shows much lower amounts in earlier years: a homestead amount of 100,000 and an over-65 amount of 10,000 in both 2023 and 2024. Kendall County's sheet lists 10,000 in its exemption columns, and the City of Boerne's sheet lists only disabled-veteran amounts for its exemptions. The city, county and school sheets each carry the note that a freeze is offered with a qualifying homestead and over-65 or disabled-person exemption, which is a unit-by-unit ceiling and not a freeze on all taxes.Kerrville's school and local exemption amounts are not summarized in one table here. Kerr Central Appraisal District's tax-information page lists a document titled Partial Exemptions by Taxing Unit for 2025 and a 2025 tax rate sheet, and those are where each unit's homestead and over-65 amounts appear. The Comptroller says any taxing unit may adopt a local option homestead exemption of up to 20 percent of appraised value, with a minimum of $5,000, and the state school exemptions in Section 11.13 apply in Kerrville's school districts as they do in Boerne's. Texas does not freeze all property taxes at 65, and local ceilings are optional, so a Kerrville buyer should ask the appraisal district which units on the parcel have adopted one.
How local rates and exemptions are publishedBoerne is the easier town to research in one sitting. The Kendall Appraisal District posts a 2026 adopted-rate sheet with combined rates for each address combination, plus separate sheets for Boerne ISD, the City of Boerne and Kendall County, each with an eleven-year history running from 2016 to 2026. Those histories show the direction of travel: Boerne ISD's rate was 0.9932 in 2023, 0.9909 in 2024, 1.0109 in 2025 and 1.0065 in 2026, and the City of Boerne's was 0.4766 in 2023, 0.4716 in 2024 and 2025, and 0.479 in 2026. The sheet gives the amounts, but a buyer should still confirm them against the tax statement for the parcel.Kerrville buyers assemble the picture from separate publishers. The county announces its rate in a press item, the city publishes a budget hearing notice, the school district posts a board ordinance, and Kerr Central Appraisal District links to a 2025 rate sheet and a 2025 exemptions document. Kerr CAD appraises for Kerr County, eight independent school districts, the City of Kerrville and the City of Ingram, the Headwaters Groundwater Conservation District, the Upper Guadalupe River Authority and four emergency services districts, so more than one special unit may appear on a Kerrville-area statement. What a buyer should check: the date on each document, and whether the figure is adopted or only proposed.
July 2026 flood and what it means for a buyerThe City of Boerne reports that heavy rain began on Tuesday, July 14, 2026, with more than six inches in some locations, and that on July 15 more than 10 inches were recorded at Boerne City Lake, most of it within about seven hours. Cibolo Creek rose by more than two inches per minute for a time, covering River Road Park and River Road, and officials evacuated low-lying areas along the creek, including many homes and an apartment complex. The city reported no loss of life or serious injuries in Boerne, and Boerne City Lake Park reopened on August 1. Check the mapped status of any address near Cibolo Creek or Ranger Creek, because FEMA says floods can occur almost anywhere.Kerrville is a river town in recovery. Kerr Central Appraisal District states that Governor Abbott declared Kerr County a disaster area on July 17, 2026. Flood damage closed several Kerrville riverfront parks, the River Trail and trailheads after the July floods, so check the city's recovery page for which have reopened. Kerrville lies on the upper Guadalupe, and the National Weather Service's October 1998 summary of the same river further downstream describes homes washed off their foundations between Canyon Lake and Seguin. For a Kerrville purchase, ask for the property's flood history, any claims, repair permits and an elevation certificate, and confirm the lot against the FEMA map.
Disaster assistance and flood insuranceBoerne's insurance news is a discount. The City of Boerne announced on September 21, 2026 that FEMA improved its Community Rating System classification from Class 7 to Class 6. Policyholders in the mapped floodplain see their discount rise from 15 percent to 20 percent, and policyholders outside it from 5 percent to 10 percent, applied automatically when eligible policies renew. Flood insurance is a separate policy from homeowners coverage, and premiums vary by insurer, property and elevation, so none are quoted here. The Governor's September 3, 2026 announcement lists Kendall County among 19 counties approved for FEMA Public Assistance.Kerr County is on the same list of 19 counties approved for FEMA Public Assistance, which covers emergency work and repair or replacement of disaster-damaged facilities. The Governor's September 25, 2026 announcement said the request for FEMA Individual Assistance for 30 affected counties remained pending; that program is the one the Governor describes as helping with temporary housing, emergency home repairs and uninsured and underinsured personal property losses. Kerr County asks residents to report flood damage through the state's iSTAT portal, and says doing so does not replace reporting damage to an insurer. Under the National Flood Insurance Program, most homeowners policies do not cover flood, and there is typically a 30-day waiting period before an NFIP policy takes effect.
Temporary tax relief for damaged propertyBoerne's official pages describe no town-level property-tax program for flood damage. A Boerne buyer or owner affected by the July flood should ask the Kendall Appraisal District whether any temporary exemption for disaster-damaged property applies to the parcel, and should keep repair documentation. The district's home page lists the entities it appraises, so the question of which units are involved can be answered from the tax statement.Kerr CAD's website says owners whose property sustained at least 15 percent physical damage may file for a temporary exemption for qualified property damaged by disaster, and that the property must be in an area the Governor declared a disaster area. The application is on form 50-312. The exemption covers tangible personal property used to produce income, improvements to real property and manufactured homes used as dwellings. Exemptions reduce taxable value; they are not cash payments.
Water supply and droughtBoerne has been under mandatory water restrictions for years. The City of Boerne says it is in Stage 2, effective August 7, 2023. Under Stage 2, sprinkler irrigation is limited to one assigned day per week, weekend watering is not allowed, and the city can fine violators up to $1,000 per violation. The Cow Creek Groundwater Conservation District manages groundwater in Kendall County; its home page says the Hill Country was declared a Critical Groundwater Area in 1990 and that its board moved from Drought Stage 3 to Stage 2 on improving groundwater levels, with a water level dated 9/28/26. A buyer on a private well should check district rules, and a buyer on city water should check the current stage.Kerrville operates its own water utility with a Water Management Plan of five stages, and its pages link a current conservation stage that changes with conditions. The city's Elm Creek Pipeline project proposes returning highly treated reclaimed water to the Guadalupe River upstream of its drinking-water intake at Nimitz Lake during extreme drought; the city says this would reduce stress on the Lower Trinity Aquifer and the river, and that it already uses conservation, reclaimed water for irrigation and aquifer storage and recovery wells. Kerr CAD lists the Headwaters Groundwater Conservation District among its taxing entities, which matters for private wells. The National Weather Service's October 1, 2026 statement for both towns' region says streamflows and reservoirs trended much higher after the July floods, while moderate drought still covered portions of the Hill Country and September was very dry and hot.
Healthcare inside each townBoerne's emergency care is Methodist ER Boerne, at 134 Menger Springs, which describes itself as a freestanding emergency room open around the clock in a 20,560 square-foot building with 15 treatment rooms, including two trauma and cardiac rooms, a 16-slice CT scanner and a link that sends images to any Methodist hospital emergency department. Its page refers to travel time to San Antonio for angioplasty. A freestanding emergency room cannot admit patients on its own, so inpatient care in Boerne means identifying which hospital serves your plan and physician group.Kerrville has Peterson Regional Medical Center, a 124-bed nonprofit hospital at 551 Hill Country Drive, which Peterson Health says offers 26 key service lines including an emergency department with 20 treatment rooms, an intensive care unit, an acute rehabilitation unit and a heart and vascular clinic. The Centers for Medicare & Medicaid Services lists it as an acute care hospital with emergency services and an overall rating of 4 as of the dataset date. The Kerrville VA Medical Center, at 3600 Memorial Boulevard, offers primary care and specialty services including mental health care, geriatric evaluation and dental services to eligible Veterans. Peterson Urgent Care was temporarily relocated to 1740 Junction Hwy while the system remediates flood damage.
Climate and heatThe 1991-2020 normals for the Boerne station show an average daily high of 61.5 degrees Fahrenheit in January, 92.5 in July and 94.1 in August, with 24.4 days at or above 90 degrees in July and 1.3 days at or above 100 degrees. Nights at or below 32 degrees number 12.5 in January. Monthly precipitation ranges from 2.22 inches in February to 5.28 inches in May.The normals for the Kerrville 3 NNE station show an average daily high of 91.6 degrees in July and 92.8 in August, with 25.2 days at or above 90 degrees in July and 14.9 days in January with a low at or below 32 degrees. May is the wettest month at 4.29 inches, and January and February average 1.66 and 1.63 inches. The two stations are proxies for their towns, not measurements at an address, and the Kerrville station sits outside the city, so the figures suggest similar Hill Country summers rather than a meaningful difference between the towns.
Retirement-community optionsRegency at Esperanza is a Toll Brothers community inside the Esperanza master plan, marketed as a 55+ active-adult community of single-level homes. The 55+ policy rests on the builder's marketing, so request the recorded declaration and current rules. Toll Brothers does not post association dues on its community page, and the page describes some Esperanza amenities as planned for completion.Comanche Trace is a 1,300-acre golf community just outside Kerrville with 27 holes and a private club, and it is not age-restricted. Its own pages say new-build and resale homes range from the $500s to $2M+, and its membership page lists full golf, non-resident, limited golf and social categories without posting prices. Because the club is run separately from the real estate, ask the sales center which amenities come with a home and which require a paid membership, and price the club separately from the house. Because it sits outside the city, the units that tax a lot depend on its location, which the Kerr CAD property search can show.
Who lives there, and housing cost on the same surveyThe Census Bureau's 2019-2023 American Community Survey estimates Boerne's population at 19,509 with a median age of 38.6 and 3,549 residents aged 65 and over, or 18.2 percent. It estimates median household income at $86,838, a median value of $437,100 for owner-occupied homes and median gross rent of $1,577. About 61.3 percent of occupied homes are owner-occupied.The same survey period estimates Kerrville's population at 24,532 with a median age of 41.0 and 6,884 residents aged 65 and over, or 28.1 percent. Median household income is estimated at $59,431, the median value of owner-occupied homes at $272,700 and median gross rent at $1,075, and 57.9 percent of occupied homes are owner-occupied. Both sets of numbers are five-year survey estimates with margins of error, so they are comparable with each other but lag a changing market, and Kerrville's estimates predate the 2026 flood. Kerr CAD's own median-valued homestead figures, quoted in the city's budget notice, are $306,025 for 2024 and $336,669 for 2025, a different measure from the survey median.
Airport and getting aroundTwo commercial airports serve the Hill Country region described for both towns, San Antonio International Airport and Austin-Bergstrom International Airport. Toll Brothers describes Regency at Esperanza as less than 35 miles to downtown San Antonio, which is the builder's description and not an airport distance. No drive times are quoted for Boerne; test the route from a specific lot at the hour of a typical flight.Kerrville is served by the same two regional airports, and no airport distance or drive time is quoted for the town. Comanche Trace says it is centrally located to the I-10 and I-35 corridors but names no airport and gives no distance. The City of Kerrville's recovery page directs residents to a road-closures map and notes that conditions may change quickly, so a buyer who plans frequent travel should check current road access as well as schedules.
