Conroe is the county seat of Montgomery County and an incorporated city north of Houston. The city's website gives its establishment year as 1904, its area as 77.5 square miles, and its park count as 20, and it lists city services that include parks and recreation, a fire department, a cultural district, a downtown development plan and a hotel and convention center. Lake Conroe, a reservoir on the West Fork of the San Jacinto River, lies on the city's side of the county and shapes both its recreation and its flood and water-supply questions. Conroe is one of the places in Houston, The Woodlands & Northwest.
The case for Conroe is a full-service county seat with its own hospital, more modest housing costs than The Woodlands, and lake recreation nearby. The Census Bureau's American Community Survey 2019-2023 five-year profile gives these estimates for Conroe city: a population of 96,976, a median age of 32.8 years, and 12,935 residents aged 65 and over, which is 13.3 percent of the population. The estimated median household income is $75,245. The city's own website shows a larger population figure, 113912, which reflects a different count and date; both are rounded or estimated, and the survey figure is the one used for comparison with other places here.
Housing is notably less costly than in The Woodlands. The same profile estimates a median value of $283,100 for owner-occupied homes, a median gross rent of $1,350 per month, and a median of $2,133 in monthly owner costs for homes with a mortgage. It estimates that 55.2 percent of occupied homes are owner-occupied and counts 40,219 housing units. Current listings and closed sales are a better guide to the price of a given home than a survey median.

Property taxes in Conroe
A Conroe address is taxed by several units, each of which sets its own rate. The Montgomery County Tax Office publishes a table of 2026 rates and exemptions for the entities it collects for. In that table the City of Conroe is listed at 0.4272 per $100 of taxable value, with 0.3022 for maintenance and operations and 0.1250 for debt service; Montgomery County at 0.3860; Conroe ISD at 0.9471, with 0.6671 for maintenance and operations and 0.2800 for debt service; the Montgomery County Hospital District at 0.0458; and Lone Star College at 0.1058. The city's finance page confirms a city rate of $0.4272 per $100 of assessed value, and says taxes are billed in October and become delinquent after January 31. The county's separate 2026 notice lists a no-new-revenue rate of $0.3706 and a voter-approval rate of $0.4136.
As an illustration of the arithmetic only, adding the county, hospital district, college, city and Conroe ISD rates from that table gives 1.9119 per $100, before any municipal utility district, emergency services district or other charge. In our arithmetic, a taxable value of $300,000 at that combined rate would produce $5,735.70 of tax before exemptions. Your own bill depends on the exemptions that apply, and an address with a Conroe mailing address is not necessarily inside the city limits, in which case the city rate would not apply.
Exemptions reduce taxable value; they are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and that Section 11.13(c) requires an additional $60,000 exemption for homeowners aged 65 or older or disabled; local option exemptions are set by each unit. In the county tax office's 2026 table the City of Conroe row prints a 20% homestead figure and 40,000 in the next two columns and is marked as offering a tax ceiling, and the Conroe ISD row prints 140,000, 65,000 and 60,000 and is also marked as offering a ceiling. Confirm the amounts with Montgomery Central Appraisal District, which administers exemptions from its office at 109 Gladstell in Conroe.
The county tax office explains the school-tax ceiling in plain terms: when a home qualifies for the over-65 or disabled-person exemption, the school taxes on that home will not increase while the exemption is in place, and the ceiling may be adjusted if the owner adds improvements. That is a school-tax ceiling that applies only on a homestead and not a freeze on all property taxes at 65; see homestead and age-65 exemptions. The same page says an owner who is 65 or older may defer paying taxes on a homestead by filing an affidavit, but that deferral only postpones the tax and interest accrues at 5% per year. Special districts matter in this county. The county's 2026 table lists a wide range of municipal utility districts and other districts, including Montgomery County UD 3 at 0.1600 and Montgomery County MUD 153 at 1.4500. The Texas Commission on Environmental Quality explains that a district with voter-approved unlimited tax bonds must levy an annual property tax sufficient to cover its debt, on all property in the district by appraised value. Insurance and risk in Conroe
Conroe's flood questions are tied to the creeks and rivers that cross the county and to Lake Conroe. The San Jacinto River Authority states that the reservoir's dam is operated to safely pass storm events while maintaining the dam's structure. Its lake data record a highest level of 206.24 feet above mean sea level on August 28, 2017, against a normal conservation level of 201 feet, a flowage easement at 207 feet and an average bulkhead height of 203 feet. The highest gate opening in the lake's history, 14 feet per gate, and the maximum outflow of 79,141 cubic feet per second were both recorded the same day. Lakefront and creekside properties should be checked against the flowage easement and the current flood map before purchase.
Montgomery County's Floodplain Administration office, at 501 North Thompson in Conroe, administers floodplain regulations and maintains an interactive floodplain map, and it links information about the April and May 2024 flood event. FEMA states that any place with a 1 percent or higher chance of flooding each year is considered high risk, that floods do not follow city limits or property lines, and that most homeowners insurance does not cover flood damage. Flood insurance is a separate policy that is required for homes in high-risk areas with mortgages from government-backed lenders.
The Texas Windstorm Insurance Association's eligibility page lists the 14 first-tier coastal counties and parts of Harris County east of Highway 146 as its designated area; Montgomery County is not among the counties listed, so most Conroe homes are insured through the private market for wind and hail. HCA Houston Healthcare Conroe, at 504 Medical Center Blvd., describes itself as a full-service 332-bed acute-care hospital and tertiary referral center with more than 80 years of service, a Level II trauma center, an accredited chest pain center, a Level II neonatal intensive care unit and a Comprehensive Stroke Center certification from DNV Healthcare, with heart and vascular, neurological, orthopedic and women's care. The system's home page reports that the hospital received national recognition for stroke care in August 2026 and for heart attack treatment in September 2026. Confirm network status before relying on a plan.
Larger campuses are close to The Woodlands: The Woodlands has Memorial Hermann The Woodlands Medical Center with 457 beds and Houston Methodist The Woodlands Hospital, and CommonSpirit's Texas page lists Conroe among the communities its Houston network serves. The Texas Medical Center in Houston is a separate destination for specialty care. No drive time is given here because it varies by hour and route.
Climate in Conroe
Conroe is hot and humid. NOAA's 1991-2020 normals for Houston Intercontinental Airport, the regional reference station used here, show an average July high of 94.5 degrees Fahrenheit and an August high of 94.9 degrees, with an average of 27.3 days in July at or above 90 degrees. June and October are the wettest months in the station's normals, at 6.00 and 5.46 inches. The January average low is 43.7 degrees. The station is not in Conroe, so local readings can differ.
The San Jacinto River Authority reports an average annual rainfall of 48 inches for the Lake Conroe watershed and a maximum evaporation rate of approximately 180 million gallons per day, which gives a sense of how much the lake's level responds to weather.
Lifestyle and recreation in Conroe
Lake Conroe is the main recreation draw. The San Jacinto River Authority describes a lake of 21,000 acres that extends about 21 miles from the dam, with about 150 miles of shoreline and 5,000 acres in the Sam Houston National Forest. The Authority regulates marinas, residential docks, boat slips and bulkheads, runs a water-quality sampling program, and manages invasive aquatic plants and zebra mussel inspection. It publishes a list of public boat ramps. The city lists 20 parks, a cultural district and a downtown development plan.
Lake Conroe was built by the Authority and the City of Houston between 1969 and 1973, and Houston originally held two-thirds of the water rights; in 2009 the Authority completed a contract to purchase the right to use that share. Since September 2015 the lake has supplemented groundwater for Montgomery County because the Lone Star Groundwater Conservation District mandated reductions in groundwater withdrawals. The Authority entered voluntary agreements with over 90 public and private entities, so lake water is part of many residents' drinking supply. The city's website also announces that the city has purchased a water and wastewater system and links water-conservation rules.
