Willis is an incorporated city in Montgomery County, listed as such in the Census Bureau's Texas place file, north of Houston. For retirees it is best understood as a gateway to Lake Conroe and as the address of a large active adult community, Del Webb in Chambers Creek, rather than as a self-contained destination with its own hospital and shopping base. Del Webb describes its Willis communities as a peaceful retreat just north of Houston and a few miles from Lake Conroe. Willis is one of the places in Houston, The Woodlands & Northwest.

The reasons to consider Willis are lower entry prices than The Woodlands, lake access and a new-construction 55+ option. The reasons for caution are that the city is small, that hospital care is in neighboring Conroe and The Woodlands, that city and school taxes are substantial, and that any lake, creek or drainage location needs a parcel-level flood check. Cost of living in Willis

The Census Bureau's American Community Survey 2019-2023 five-year profile gives these estimates for Willis city: a population of 6,693, a median age of 42.3 years, and 1,051 residents aged 65 and over, which is 15.7 percent of the population. The estimated median household income is $53,182. These are survey estimates for a small city and carry wide margins of error.

The same profile estimates a median value of $113,900 for owner-occupied homes and a median gross rent of $1,337 per month, and it counts 2,793 housing units with 55.5 percent of occupied homes owner-occupied. Those medians describe the city's existing housing and do not describe new construction: Del Webb's page for Del Webb in Chambers Creek lists homes starting at $326,990. The gap between a survey median and a new-home price is a reminder to use current listings and builder price lists for any real comparison.

Property taxes in Willis

A Willis address can be taxed by the county, the city, the school district, the college and hospital districts, and any special district that covers the parcel. The Montgomery County Tax Office publishes a table of 2026 rates and exemptions for the entities it collects for. In that table the City of Willis is listed at 0.6113 per $100 of taxable value, with 0.5744 for maintenance and operations and 0.0369 for debt service; Willis ISD at 0.9998, with 0.6318 for maintenance and operations and 0.3680 for debt service; Montgomery County at 0.3860; the Montgomery County Hospital District at 0.0458; and Lone Star College at 0.1058. The county's separate 2026 notice lists a no-new-revenue rate of $0.3706 and a voter-approval rate of $0.4136.

As an illustration of the arithmetic only, adding the city, school district, county, hospital district and college rates gives 2.1487 per $100 before any water district or other charge. In our arithmetic, a taxable value of $300,000 at that combined rate would produce $6,446.10 of tax before exemptions. An address with a Willis mailing address is not necessarily inside the city limits, in which case the city rate would not apply, and the school district for a given parcel should be confirmed on its tax statement.

Exemptions reduce taxable value and are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and that Section 11.13(c) requires an additional $60,000 exemption for homeowners aged 65 or older or disabled. The county table's Willis ISD row prints 140,000, 60,000 and 60,000 under its homestead, over-65 and disability headings and is marked as offering a tax ceiling; confirm amounts with Montgomery Central Appraisal District. The county tax office explains that once a home qualifies for the over-65 exemption, its school taxes will not increase while the exemption is in place, adjusted for improvements. Willis ISD's 2026 estimated-taxes notice points taxpayers to the Montgomery CAD portal for notifications and to the Montgomery County Tax Assessor-Collector for each taxing unit's contact information. Water and utility districts add to the picture across the county; the 2026 table lists districts including Montgomery County UD 3 at 0.1600 and Montgomery County MUD 153 at 1.4500. The Texas Commission on Environmental Quality explains that a district with voter-approved unlimited tax bonds must levy an annual property tax on all property in the district sufficient to cover its debt, and that sellers in a district usually must give buyers a notice stating the district's tax rate and bonds. Ask for that notice on any Willis-area purchase. Del Webb's community page names no municipal utility district.

Insurance and risk in Willis

Lake Conroe is the dominant water feature near Willis, and its operator, the San Jacinto River Authority, publishes the lake's operating limits. The normal conservation level is 201 feet above mean sea level, the flowage easement, which is the area the lake can reach in a rainfall event, is at 207 feet, and the highest level on record, 206.24 feet, occurred on August 28, 2017. A lakefront or low-lying lot should be checked against those elevations and the current flood map before purchase. Montgomery County's Floodplain Administration office, at 501 North Thompson in Conroe, administers floodplain regulations and maintains an interactive floodplain map.

FEMA states that any place with a 1 percent or higher chance of flooding each year is considered high risk and that floods do not follow property lines. Most homeowners insurance does not cover flood damage; flood insurance is a separate policy required for homes in high-risk flood areas with mortgages from government-backed lenders. The Texas Windstorm Insurance Association's designated area includes 14 first-tier coastal counties and parts of Harris County east of Highway 146; Montgomery County is not among the counties listed, so wind and hail are generally handled through the private market. Premiums are not quoted here; they vary by insurer, roof, claims history and address.

HCA Houston Healthcare Conroe, at 504 Medical Center Blvd., describes a 332-bed acute-care hospital with a Level II trauma center and a Comprehensive Stroke Center certification. Anyone with a Cigna plan should check hospital network status. Memorial Hermann The Woodlands Medical Center describes 457 beds and a Level II trauma designation, and Houston Methodist The Woodlands Hospital describes itself as a full-service acute care hospital serving Montgomery County. Del Webb's Willis page names the Montgomery County Hospital District among nearby employers, and the county's 2026 table shows that district as a separate taxing unit at 0.0458. No drive time to any hospital is given here because it varies by hour and route; test it at the times you would actually travel.

Climate in Willis

Willis has a hot, humid subtropical climate. NOAA's 1991-2020 normals for Houston Intercontinental Airport, the regional reference station used here, show an average July high of 94.5 degrees Fahrenheit and an August high of 94.9 degrees, with an average of 27.3 days in July at or above 90 degrees and only 0.9 nights in July with a low below 70 degrees. The January average low is 43.7 degrees. The station is not in Willis, so local readings can differ, particularly near the lake.

The San Jacinto River Authority describes a lake of 21,000 acres and about 150 miles of shoreline, regulates residential docks, bulkheads and commercial marinas, and publishes a list of public boat ramps.
