The Woodlands: best for, and think twice if
Best for
- Buyers who want two large hospital campuses inside the community: Memorial Hermann The Woodlands Medical Center (457 beds, Level II trauma center) and Houston Methodist The Woodlands Hospital are both in The Woodlands.
- If shared services and managed neighborhoods appeal: the Township runs parks, pathways, a commuter bus, trolleys, ADA paratransit and senior transportation, and deed restrictions with village-level design review are central.
Think twice if
- Think twice if you want a single city government: there is none, and the Township tax (0.1694 for 2026) sits on top of county, school and water-district taxes, with Montgomery County district rates listed from 0.1600 to 1.4500.
- Flood and hurricane exposure is parcel-specific: Harris County Flood Control says a major flood occurs somewhere in Harris County about every two years, and two appraisal districts value parcels depending on the county side.
- New retirement-oriented construction is mostly outside the township, in Del Webb in Chambers Creek and Del Webb Bridgeland, and only 14.5% of residents are 65 or older.

Retiring in The Woodlands: overview
The Woodlands is in Montgomery and Harris County, Texas, within the Houston, The Woodlands & Northwest region.
The Woodlands is an unincorporated township about as large as a mid-sized city, and it sits across the Montgomery County and Harris County line. The Census Bureau's place file classifies it as a census designated place in Harris and Montgomery counties, not as an incorporated city. Local services that a city would normally provide are shared among The Woodlands Township, the counties, school districts and a number of water and utility districts. The Township's own site lists parks and recreation, a fire department, covenant administration, commuter bus and trolley service, senior transportation and a village association structure among its functions, and describes a board of directors elected by residents. It is one of the places described in Houston, The Woodlands & Northwest.
For retirees the appeal is a mature, tree-covered planned community with two large hospital campuses inside it, extensive park and pathway systems, and a deep retail and dining base. The tradeoffs are cost and complexity. Home values and incomes are well above the state's lower-cost markets, a single address can be taxed by several overlapping units, and the question of flood or storm exposure has to be answered parcel by parcel. The sections below set out what the official records say, with the year attached to each figure.
Cost of living in The Woodlands
The Census Bureau's American Community Survey 2019-2023 five-year profile gives these estimates for The Woodlands CDP: a population of 116,916, a median age of 40.5 years, and 16,907 residents aged 65 and over, which is 14.5 percent of the population. The estimated median household income is $141,353. These are survey estimates with margins of error and they lag current conditions.
For housing, the same profile estimates a median value of $479,400 for owner-occupied homes, a median gross rent of $1,792 per month, and a median of $2,951 in monthly owner costs for homes with a mortgage. It estimates that 71.7 percent of occupied homes are owner-occupied and counts 45,301 housing units. Current listings and recent closed sales are a better guide to what a particular home costs than any survey median.
Texas has no state personal income tax, which matters for retirement income but does not reduce property tax, sales tax or insurance cost; see Texas retirement taxes. The Township's tax page states that the sales and use tax rate in The Woodlands Township is 8.25 percent, of which the State of Texas receives 6.25 percent, 1.0 percent is allocated to the Township and 1.0 percent to The Woodlands Township Economic Development Zone.
Property taxes in The Woodlands
Because The Woodlands is not a city, there is no city property tax rate. The Township levies its own rate, and the Township's tax page says that tax appears as an additional line on the Montgomery County Tax Assessor-Collector bill or on the Harris County Tax Assessor-Collector bill, depending on where the property is located. Values are set by two different appraisal districts: Montgomery Central Appraisal District, which lists an office at 109 Gladstell in Conroe, and Harris Central Appraisal District, which lists an office at 13013 Northwest Freeway in Houston. Which one applies, and which school district, depends on the parcel.
The Township's rate has moved slightly. Its tax page says the board adopted a 2024 rate of $0.174 per $100 of taxable value on September 5, 2024. Its budget page says the 2026 budget is based on a 2025 rate of $0.1714, and its home page says the board adopted a 2026 rate of $0.1694 on September 3, 2026. The Township's notice about its 2026 rates states that the rate will effectively be raised by 1.79 percent for maintenance and operations purposes, so a lower nominal rate does not by itself mean a lower Township bill for every owner.
The Montgomery County Tax Office publishes a 2026 table of rates for the entities it collects for. In that table the County is listed at 0.3860 per $100, the Montgomery County Hospital District at 0.0458, Lone Star College at 0.1058, The Woodlands Township at 0.1694, Conroe ISD at 0.9471 and Magnolia ISD at 0.9325. The county's separate 2026 notice lists a no-new-revenue rate of $0.3706 and a voter-approval rate of $0.4136 for the county. For the Harris County side, the Harris County Tax Assessor-Collector's rate table, for tax year 2025, lists Harris County at 0.3809600, the Harris County Flood Control District at 0.0496600, the Harris County Hospital District at 0.1876100 and Lone Star College at 0.1060000. Those are different tax years and different counties, so they are not a like-for-like comparison. As an illustration of the arithmetic only, adding the 2026 Montgomery County, hospital district, college, Conroe ISD and Township rates gives 1.6541 per $100 before any water district, emergency services district or other charge, and an actual parcel may have a different school district or none of some of these units.
Water and utility districts can add substantially to the bill. The Texas Commission on Environmental Quality explains that a municipal utility district provides water, wastewater and drainage service, that with voter approval a district may levy a maintenance tax, and that when voters authorize unlimited tax bonds the board must levy an annual property tax sufficient to cover the outstanding debt, levied on all property in the district by appraised value. The Township's utilities menu lists Montgomery County MUD 386, Woodlands Water and the San Jacinto River Authority, and the county's 2026 table lists a Woodlands Road District 1 at 0.0400. The same table shows how wide the range is across Montgomery County districts: Montgomery County UD 3 is listed at 0.1600 and Montgomery County MUD 153 at 1.4500. Whether any of those lines apply to a Woodlands address cannot be assumed; the tax statement and the seller's notice to purchaser show which districts levy on the parcel. TCEQ's guide says that notice states the district's authorized and issued bonds and its current tax rate.
Exemptions reduce taxable value and are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and that Section 11.13(c) requires an additional $60,000 exemption for homeowners aged 65 or older or disabled, and that other taxing units may adopt local option exemptions. In the Montgomery County Tax Office's 2026 table the Township row prints 3%, 50,000 and 50,000 under its homestead, over-65 and disability headings, and Conroe ISD prints 140,000, 65,000 and 60,000 under the same headings; confirm amounts with the appraisal district before relying on them. The county tax office also explains that when a home qualifies for the over-65 exemption, school taxes on that home will not increase while the exemption is in place, subject to adjustment for improvements. Insurance and risk in The Woodlands
Flood and hurricane exposure in The Woodlands is parcel-specific and should not be summarized for the whole township. The Federal Emergency Management Agency states that any place with a 1 percent or higher chance of flooding each year is considered high risk, that floods do not follow city limits or property lines, and that there is no such thing as a no-risk zone. Most homeowners insurance does not cover flood damage; flood insurance is a separate policy, and homes in high-risk flood areas with mortgages from government-backed lenders must carry it.
The Harris County Flood Control District, which covers the Harris County portion, says a major flood occurs somewhere in Harris County about every two years and that most flooding is in areas developed before the current understanding of flood potential and before regulations restricting construction in flood-prone areas. It operates a flood warning system with rainfall and channel-status maps and alerts. Montgomery County's Floodplain Administration office, at 501 North Thompson in Conroe, regulates development in the county's floodplains and publishes an interactive floodplain map. Lake Conroe, upstream of the northern part of the area, is operated by the San Jacinto River Authority; its record level of 206.24 feet above mean sea level occurred on August 28, 2017.
Windstorm insurance availability also depends on where a property sits. The Texas Windstorm Insurance Association's eligibility page lists the 14 first-tier coastal counties and parts of Harris County east of Highway 146 as its designated area; Montgomery County is not among the counties listed. Properties outside the designated area are insured through the private market. The National Hurricane Center explains storm surge and the National Weather Service Houston/Galveston office publishes an annual hurricane guide, but inland wind and rain from a storm can still affect the area. Premiums are not quoted here; they vary by insurer, roof, claims history and address.
Healthcare access in The Woodlands
Two large hospital campuses are in town. Memorial Hermann The Woodlands Medical Center, at 9250 Pinecroft Drive, describes a main hospital with 457 beds across three patient bed towers, a designated Level II trauma center, and more than 1,400 affiliated physicians representing nearly 90 specialties. Houston Methodist The Woodlands Hospital, at 17201 Interstate 45 S., describes itself as a full-service acute care hospital serving The Woodlands and communities in Montgomery County and the north Houston region, with a breast care center, cancer center, heart and vascular services, neurology and orthopedics. CommonSpirit's Texas page lists The Woodlands and Conroe among the communities served by its Houston network, which includes the St. Luke's Health name.
The Texas Medical Center in Houston, which describes itself as the world's largest medical complex, is a separate destination. Memorial Hermann-Texas Medical Center is described by its system as one of only two certified Level I trauma centers in the greater Houston area, and Houston Methodist Hospital is listed at 6565 Fannin St. The practical question for a retiree is which services stay local and which require a trip into the city for specialty care; no drive time is given here because it varies by hour and route. Medicare plan networks differ by hospital system, so check the specific hospitals and physicians before choosing a plan.
Climate in The Woodlands
The Woodlands has a hot, humid subtropical climate. NOAA's 1991-2020 monthly normals for Houston Intercontinental Airport, the regional reference station used here, show average daily highs of 94.5 degrees Fahrenheit in July and 94.9 degrees in August. The station averages 27.3 days in July and 27.1 days in August with a high at or above 90 degrees, and in July only 0.9 nights on average have a low below 70 degrees. January's normal average low is 43.7 degrees, with an average of 4.1 nights with a low below 32 degrees.
Rainfall is spread through the year, with monthly normals of 6.00 inches in June and 5.46 inches in October at that station. The station is not in The Woodlands, so local readings can differ.
Lifestyle and recreation in The Woodlands
The Township's site lists activity guides, recreation centers, pools and spraygrounds, parks and pathways, a nature preserve, boat houses, an ice rink and special events among its recreation offerings. Its home page also describes village-level Residential Design Review Committees, with at least three elected members serving one-year terms, and lists villages including Panther Creek, Grogan's Mill, Alden Bridge and College Park. Covenant administration is part of Township services, so deed restrictions and design review are central to owning a home here.
Transportation services include a commuter bus, trolleys, a complementary ADA paratransit service and senior transportation services. Houston Airports operates George Bush Intercontinental Airport (IAH) and William P. Hobby Airport (HOU). No drive time is given here because traffic varies by hour and route. Del Webb in Chambers Creek, on Lake Conroe in Willis, is a 55+ community within the same region.
Housing in The Woodlands
The Census profile counts 45,301 housing units in The Woodlands CDP, with 71.7 percent of occupied homes owner-occupied. The Township's site lists deed restrictions, neighborhood services and village associations among its resident services, so deed restrictions and village-level design review are part of owning a home here. Prices and fees vary by village and by whether a home falls in a water or utility district, so compare the tax statement and any association dues for each address.
