Rockwall is in Rockwall County, Texas, within the Dallas & Northern Suburbs region.

Rockwall is an incorporated city in Rockwall County, east of Dallas on the Lake Ray Hubbard side of the metroplex described in Dallas & Northern Suburbs. The Texas Water Development Board describes the lake as extending into Dallas, Kaufman, Collin and Rockwall counties, and Del Webb's description of the city mentions small-town charm and lakeside activity in The Harbor Rockwall. The county's own website describes the county as having a vibrant community, a rich heritage and a purposeful future.

Rockwall differs from the nearby town of Fairview in that it is a larger and younger suburb, not a retirement town. The American Community Survey puts the share of residents aged 65 and over at 15.3 percent, about half of the share in Fairview. The retirement case is a hospital in town, lake access, a lower typical home value than Fairview's, and one announced 55+ community. The case against is limited 55+ supply today, special districts in some neighborhoods, and the same hail, heat and school-tax issues that apply across North Texas.

Cost of living in Rockwall

The Census Bureau's American Community Survey 2019-2023 five-year profile estimates Rockwall's population at 49,605 with a median age of 39.6 years. Residents aged 65 and over number about 7,594, or 15.3 percent of the population. The five-year estimates carry margins of error and lag a fast-growing county.

The same survey estimates median household income at $114,926, a median value of $382,400 for owner-occupied homes, median monthly owner costs of $2,398 for homes with a mortgage, and median gross rent of $1,832. It counts 18,865 housing units, of which 74.7 percent of occupied units are owner-occupied. Rockwall's median owner-occupied value is well below the survey estimate for Fairview, a reminder that home prices vary widely within the north Dallas suburbs. Current listing and sale prices are better guides to a purchase than any survey median.

Texas has no state personal income tax, so retirement income is not taxed at the state level (see Texas retirement taxes). Property tax, homeowners insurance, and any association or special-district charges are the recurring housing costs that vary most from one Rockwall neighborhood to another.

Property taxes in Rockwall

Rockwall Central Appraisal District values property for every taxing unit in Rockwall County, and the county tax office states that, since October 1, 2012, all Rockwall County property taxes and their collections are handled by the appraisal district, so a Rockwall County resident receives one tax bill listing all entities. It also warns that filing a homestead exemption is free and that owners should not pay a solicitor to file one, and it links to the Comptroller's exemption breakdown and to information about Senate Bill 1801, the periodic review of homestead exemptions.

Rates come from each taxing unit. The district's Truth in Taxation summary, prepared under Property Tax Code Section 26.16, lists adopted tax rates for tax years 2021 through 2025. For tax year 2025 it lists the City of Rockwall at $0.2575 per $100 of taxable value ($0.158156 for maintenance and operations and $0.099344 for debt), Rockwall County at $0.251, and Rockwall Independent School District at $1.0669 ($0.7869 maintenance and operations and $0.28 debt). For example, the city, county and school district rates together are $1.5754 per $100 for tax year 2025, our arithmetic, before any college, emergency service or special district charge. The same summary shows all three falling over the period: the city from $0.35 in 2021, the county from $0.3131 and the school district from $1.2736. Royse City Independent School District, which serves part of the county, is listed at $1.2552 for 2025, so the school district for the address matters.

Exemptions reduce taxable value; they are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and that Section 11.13(c) requires an additional $60,000 exemption for homeowners age 65 or older or disabled. Cities, counties and other units may offer local exemptions and ceilings. The amounts and ceilings that the City of Rockwall, Rockwall County and any college or district have adopted are set by each unit, and should be confirmed with Rockwall Central Appraisal District. The Comptroller explains that an over-65 homeowner's residence homestead exemption qualifies the homeowner for a ceiling on school district taxes, set at the amount paid in the year the exemption was first qualified, and that a county, city or junior college district may adopt its own ceiling. Special districts add to the picture in some neighborhoods. The appraisal district publishes a list of public improvement districts and their administrators: Creekshaw, Creekside, Monterra, Parkside, Union Square, Waterscape and Williamsburg are handled by P3 Works, Haciendas del Lago by 30 Three Sixty Public Finance, and Club MMD (Heath Golf & Yacht Club) by MuniCap, Inc. The Truth in Taxation page also lists MUD 1, MUD 6, MUD 7, MUD 8, MUD 9 and Poetry Road MUD among the entities with territory in the county. Anyone buying a newer Rockwall home should ask the seller or title company whether a PID assessment or MUD tax applies and what it costs.

Insurance and risk in Rockwall

Hail is the weather hazard most closely tied to homeowners insurance in North Texas. The Texas Department of Insurance advises asking whether the deductible for wind and hail damage differs from other deductibles, because a different deductible can raise out-of-pocket costs after a storm. It also explains that some policies pay replacement cost for a roof while others pay actual cash value, that coverage can shift as roofs age or if a roof is in poor condition, and that an insurer will not pay for a new roof just because the old one is worn out. The Texas Water Development Board says Lake Ray Hubbard is owned by the City of Dallas and operated by Dallas Water Utilities for municipal and industrial water supply, flood control and recreation. The lake's flood-control role is not the same as flood risk at a particular parcel, which depends on the parcel's own map zone. FEMA notes that floods do not follow city limits or property lines, that any place with a 1 percent or higher yearly chance of flooding is considered high risk, and that most homeowners insurance does not cover flood damage, which requires a separate policy. Homes in high-risk areas with mortgages from government-backed lenders must carry flood insurance. FEMA's Flood Map Service Center is the official source for a parcel's map, and a map check is worthwhile before an offer on lakefront or low-lying land.

The Texas A&M Forest Service is the lead agency for wildfire response in Texas. No single risk label describes a whole city, and a property's own insurance quote and flood map are the most reliable guides.

Healthcare access in Rockwall

Texas Health Rockwall is a hospital in the city, on Horizon Road, and says it serves Rockwall County, Kaufman County, Hunt County, eastern Dallas County, southern Collin County and outlying areas. Its page says a recent expansion doubled the size of the hospital and added patient beds, a Level 1 NICU and a cardiac catheterization lab, and expanded labor and delivery, surgery and the emergency department, and it lists joint care and heart care among its services.

Baylor Scott & White Medical Center - Lake Pointe is in neighboring Rowlett and offers emergency care around the clock, according to its location page, along with cardiology, neurology and stroke care and imaging services. Specialists and larger hospital campuses in Dallas, Plano and McKinney are reachable by road, but drive times depend on route and time of day and are best tested in person. The hospital's service lines should be matched to an individual's needs before choosing a neighborhood.

Climate in Rockwall

Rockwall has a hot, humid-subtropical North Texas climate. No official normals station within the city was available, so the figures here use the National Centers for Environmental Information's 1991-2020 monthly normals for the Dallas Fort Worth airport station as a regional reference, not as a Rockwall measurement. At that station the normal daily high averages 56.5 degrees Fahrenheit in January, 95.6 in July and 95.8 in August, and the normal daily low averages 36.1 in January.

Days at or above 90 degrees average 22.3 in June, 28.7 in July and 27.6 in August, and days at or above 100 degrees average 7.4 in July and 9.7 in August. Monthly precipitation normals range from 2.08 inches in July to 4.78 inches in May, and our arithmetic from the twelve monthly values gives about 37.01 inches for the year. Lake Ray Hubbard's level moves with that rainfall. The conservation pool elevation is 435.5 feet.

Lifestyle and recreation in Rockwall

The lake is the defining amenity. The Texas Water Development Board's 2015 survey gives Lake Ray Hubbard 20,947 acres of surface and a storage capacity of 439,559 acre-feet at the conservation pool, with a maximum depth of about 40 feet. Del Webb's pages for the city refer to The Harbor Rockwall and The Harbor District, and its Sonoma Verde page lists the future community as located near Lake Ray Hubbard with the Harbor District nearby. Access to the water, and any fees for docks or marinas, vary by property and should be checked for the specific address.

Rockwall County's news page shows continuing growth and road work, including I-30 progress reports, the widening of FM 549 from SH 276 to SH 205 and planning updates for SH 205 (Goliad Street) and John King Boulevard, plus a master thoroughfare plan update from the September 22, 2026 Commissioners Court meeting. Construction can affect commutes during the period, though it signals investment as well. Compared with Fairview, Rockwall has more shopping, more medical and civic services, and a larger working-age population, which suits retirees who want activity and services nearby more than quiet.

Housing in Rockwall

Rockwall is a city of owner-occupied single-family homes, with 74.7 percent of occupied units owner-occupied according to the survey, and a mix of older neighborhoods and newer master-planned subdivisions. The public improvement districts listed by the appraisal district point to the newer subdivisions, including Creekshaw, Monterra, Waterscape and Williamsburg, as well as Haciendas del Lago.

Age-restricted supply is limited. Del Webb markets 55+ communities in Rockwall and describes Sonoma Verde as an upcoming community, with homes designed for 55+ living and resort-style amenities, and its page shows a future entrance, pickleball courts and a fitness center. Buyers should treat opening dates, prices and fees as unsettled until they appear in the builder's own disclosures. Anyone who wants an established 55+ lifestyle now should look at Heritage Ranch in Fairview or the communities in Frisco and McKinney, all covered in the regional overview.

Airports and getting around

Dallas Fort Worth International Airport describes itself as welcoming more than 86 million customers a year, with 193 domestic and 77 international nonstop destinations, five terminals and seven runways. Rockwall is on the eastern side of the metroplex; actual drive times to the airport vary with traffic and should be tested from the specific address. Rockwall County's news page also lists continuing I-30 construction reports, a reminder that the main east-west corridor into Dallas has work zones.

City-level figures such as a local over-65 exemption amount should be confirmed with Rockwall Central Appraisal District or the City of Rockwall before relying on them.
