The American Community Survey for 2019-2023 estimates a population of 13,032, a median age of 38.6 and 2,794 residents aged 65 and over, which is 21.4 percent. That is a much higher share than the 12.0 percent the same survey gives for the city of Houston or for Katy, and it is the main reason Tomball belongs among the retirement-relevant places in the region. The city operates a Community Center and a Depot Museum, and a hospital sits inside the city limits.

No age-restricted community is profiled inside Tomball, so it is best read as a small-city option for someone who wants a town setting, a local hospital and Harris County services rather than a 55+ master plan. The tax picture is typical of the region: several overlapping units, with Tomball ISD and the city carrying the largest local lines. These are estimates for a small city and carry margins of error.

Tomball is in two counties, so the appraisal district that values a home depends on its location: Harris Central Appraisal District for Harris County, with its office at 13013 Northwest Freeway, or Montgomery Central Appraisal District for Montgomery County, with its office at 109 Gladstell in Conroe. The Harris County Tax Assessor-Collector's table, for tax year 2025, lists the City of Tomball at 0.3409400 per $100 of taxable value, with 0.1908500 for maintenance and operations and 0.1500900 for debt, and Tomball ISD at 1.0629000, with 0.6669000 for maintenance and operations and 0.3960000 for debt service. The same table lists Harris County at 0.3809600, the Harris County Flood Control District at 0.0496600 and the Harris County Hospital District at 0.1876100. The Comptroller's 2025 school-district file lists Tomball ISD in both the Harris County and Montgomery County rows at the same total rate.

The city's own budget page shows how its rate has moved. It lists a total rate of $0.293320 per $100 of taxable value for tax year 2023, $0.336365 for tax year 2024 and $0.340940 for tax year 2025. Over the same years the debt portion rose from $0.106543 to $0.145703 to $0.150093, while the maintenance and operations portion moved from $0.186777 to $0.190662 to $0.190847, so the increases have come mostly from debt service on bonds. The page notes that property tax information for FY 2027 was pending from Harris Central Appraisal District, and its budget table also includes a Public Improvement District Fund, so some neighborhoods may carry a special assessment in addition to taxes. Ask a seller for any assessment disclosure.

As an illustration of the arithmetic only, adding the 2025 rates for the City of Tomball, Harris County, the flood control district, the hospital district and Tomball ISD gives 2.02207 per $100 for an address in the Harris County part of the city, before any college district, municipal utility district or other special district. Rates change every budget year, so use the combined rate on the parcel's own tax statement.

Exemptions reduce taxable value; they are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and Section 11.13(c) an additional $60,000 exemption for homeowners aged 65 or older or disabled, and that any taxing unit may adopt local-option exemptions. Harris Central Appraisal District's March 2026 news release repeats those school amounts and says a taxing unit may offer a local optional exemption of at least $3,000 for taxpayers aged 65 or older, or a percentage exemption of up to 20 percent of value with a $5,000 minimum. HCAD also says Harris County provides a 20 percent optional homestead exemption. The amount of any City of Tomball exemption for older owners should be confirmed with the city and with the appraisal district for the home's county, because the city's tax page publishes rates and not exemption amounts.

The school-tax ceiling is the one freeze that comes with the over-65 exemption. HCAD states that once a homeowner qualifies, school taxes will not increase unless the owner makes improvements; city and county taxes are different, and Tax Code Section 11.261 applies only to a county, city or junior college district that has adopted its own limitation. The Harris County Tax Office lets an owner with an over-65 exemption request payment in four equal installments without penalty and interest if the request and first payment are made by January 31, and an owner aged 65 or older can file a deferral affidavit, which postpones delinquent taxes at 5 percent annual interest but does not cancel them. Utility districts add another line where they apply. The Texas Commission on Environmental Quality explains that a municipal utility district provides water, wastewater and drainage service and that, when voters authorize unlimited tax bonds, the board must levy an annual tax sufficient to pay the debt. Insurance and risk in Tomball

Flood risk in Tomball is address-specific. The Harris County Flood Control District says a major flood occurs somewhere in Harris County about every two years and that everyone lives in a flood zone because you do not need to live near water to be flooded; the district's flood warning system shows rainfall, channel status and an inundation map. The district's development guidance names the Cypress Creek watershed upstream of US 290 and the Addicks and Barker Reservoir watersheds, so ask which watershed the street drains to. FEMA states that any place with a 1 percent or higher chance of flooding each year is considered high risk, that floods do not follow property lines, and that most homeowners insurance does not cover flood damage; a separate National Flood Insurance Program policy typically has a 30-day waiting period. Check the FEMA flood map for the exact address and ask the seller about flood history.

For wind and hail, the Texas Windstorm Insurance Association's designated area includes parts of Harris County east of Highway 146 and the 14 first-tier coastal counties; Montgomery County is not on that list, and the Harris County portion depends on the parcel. The Texas Department of Insurance advises asking whether the wind and hail deductible differs from other deductibles and notes that some insurers move an aging roof to actual cash value coverage. HCA Houston Healthcare Tomball is at 605 Holderrieth Blvd. in Tomball. The hospital describes itself as a full-service, 350-bed acute care hospital with a Level III Trauma Center, an accredited Chest Pain Center, a Level II neonatal intensive care unit and certification as a Primary Stroke Center by The Joint Commission, and says it has served the community for more than 45 years. Its page lists cardiology, emergency care, imaging, neurological care, oncology, orthopedic care, rehabilitation and surgery among its specialties. CommonSpirit's Texas page lists Tomball among the communities served by its Houston network, which includes the St. Luke's Health name, and Houston Methodist lists Houston Methodist Willowbrook Hospital on State Highway 249, also called the Tomball Parkway, with a Houston address at 18220 State Hwy. 249.

For complex specialty care, the Texas Medical Center in Houston is a separate trip, and Memorial Hermann-Texas Medical Center describes itself as one of only two certified Level I trauma centers in the greater Houston area. NOAA's 1991-2020 normals for Houston Intercontinental Airport, the reference station used here, show an average July high of 94.5 degrees Fahrenheit and an August high of 94.9 degrees, with an average of 23.1 days at or above 90 degrees in June and 27.3 in July. Tomball is a town, not a resort. Retirees who want a lake, a golf course or a gated 55+ master plan can look at Del Webb in Chambers Creek near Lake Conroe in Willis, Del Webb Bridgeland in Cypress, or the other communities in The Woodlands and Conroe areas.

Housing in Tomball

The Census Bureau estimates that 26.0 percent of Tomball's housing units were built in the 1980s and 17.8 percent in the 1990s, with 14.8 percent each in the 2000s and from 2010 through 2019, so most of the stock was built before 2000.
