The Census Bureau's 2020 Texas place file lists Katy city in Fort Bend, Harris and Waller Counties, and it lists Cinco Ranch separately as a census designated place in Fort Bend and Harris Counties. The American Community Survey for 2019-2023 estimates Katy city's population at 23,900, with a median age of 36.0 and 2,860 residents aged 65 and over, which is 12.0 percent. That is a family-oriented profile, not a retirement-town profile, and the reason Katy appears here is a specific one: it has a hospital with a 24-hour emergency room and trauma designation, newer housing, and a gated 55+ community, Heritage Grand at Cinco Ranch, in the Cinco Ranch master plan.
A Katy mailing address does not tell you the county, the city or the utility districts that tax the home. Cinco Ranch is a census designated place, not an incorporated city, so a home there is taxed by the City of Katy only if it falls inside the city limits. The Census Bureau's American Community Survey for 2019-2023 estimates a median household income of $107,332 for Katy city across 7,490 households, with 24.8 percent of households receiving Social Security income and 21.9 percent receiving retirement income. It counts 8,129 housing units, estimates that 77.2 percent of occupied homes are owner-occupied, and puts the median value of owner-occupied homes at $376,800. Median selected monthly owner costs for households with a mortgage are $2,672, and median gross rent is $1,609. These are medians for the city as defined by the Census, which is smaller than the Katy ISD area or the Katy mailing area, and survey estimates carry margins of error.

Property taxes in Katy
Three appraisal districts can value property in Katy, depending on the county: Harris Central Appraisal District for Harris County, Fort Bend Central Appraisal District for Fort Bend County, and the district for Waller County. Katy ISD is listed in both the Harris County and Fort Bend County rows of the Comptroller's 2025 school-district file at a total of 1.1171 per $100 of taxable value, and the Harris County Tax Assessor-Collector's table for tax year 2025 lists it at 1.1171000, made up of 0.7271000 for maintenance and operations and 0.3900000 for debt service. The same table lists the City of Katy at 0.4250000, with 0.3746300 for maintenance and operations and 0.0503700 for debt, Harris County at 0.3809600, the Harris County Flood Control District at 0.0496600 and the Harris County Hospital District at 0.1876100.
On the Fort Bend side, the county's 2025 tax rate and exemption worksheet lists the City of Katy at 0.425000 and a county general fund rate of 0.412000 with a separate drainage rate of 0.010000. The Comptroller's file lists utility districts that serve Cinco Ranch, with 2025 total rates of 0.22 for Cinco MUD #2, 0.232 for #3, 0.30 for #5, 0.2454 for #6, 0.2242 for #7 and 0.2942 for #9, and other Cinco districts at zero. Those utility-district rates are in addition to the county, school and city lines. A home in one district may pay noticeably more or less than a similar home a few streets away.
As an illustration of the arithmetic only, adding the 2025 rates for the City of Katy, Harris County, the flood control district, the hospital district and Katy ISD gives 2.16033 per $100 for an address in the Harris County part of the city, before any college district, municipal utility district or other special district. Rates change every budget year and each parcel is different, so use the combined rate on the parcel's own tax statement.
Exemptions reduce taxable value; they are not cash payments. The Texas Comptroller states that Tax Code Section 11.13(b) requires school districts to provide a $140,000 residence homestead exemption and Section 11.13(c) an additional $60,000 exemption for homeowners aged 65 or older or disabled, and that local-option exemptions are set by each unit. The Fort Bend County worksheet lists a 20 percent or $5,000 homestead exemption, whichever is greater, for the City of Katy and for the county, and Harris Central Appraisal District says Harris County provides a 20 percent optional homestead exemption. Local over-65 amounts vary widely from one unit to the next, so the amount that applies to a particular home should be confirmed with the City of Katy and with the appraisal district for the county the home is in; Fort Bend Central Appraisal District publishes an exemption amounts table by year.
The school-tax ceiling that comes with the over-65 exemption applies only to school district taxes. Tax Code Section 11.261 lets a county, city or junior college district adopt its own limit on taxes for an older owner's homestead, but only a unit that has done so offers one. The Texas Commission on Environmental Quality explains that a municipal utility district provides water, wastewater and drainage service and that, when voters authorize unlimited tax bonds, the board must levy an annual property tax on all property in the district sufficient to cover the debt. Insurance and risk in Katy
Flood exposure in Katy is address-specific and is managed by different agencies on each side of a county line. The Harris County Flood Control District says a major flood occurs somewhere in Harris County about every two years and that everyone lives in a flood zone because you do not need to live near water to be flooded, and its guidance for developers names the Addicks and Barker Reservoir watersheds as areas with supplemental criteria. Fort Bend County publishes its own drainage criteria manual, which addresses leveed areas along watercourses such as the Brazos River. FEMA states that any place with a 1 percent or higher chance of flooding each year is considered high risk, that floods do not follow city limits or property lines, and that most homeowners insurance does not cover flood damage. Flood insurance is a separate policy through the National Flood Insurance Program, with a typical 30-day waiting period.
The Harris County Flood Warning System shows rainfall, channel status and an inundation map for the Harris County side. Before buying, check the FEMA flood map for the exact address, ask for the flood history, and ask which drainage or levee district serves the street. For wind and hail, the Texas Windstorm Insurance Association's designated area is the 14 first-tier coastal counties and parts of Harris County east of Highway 146; Fort Bend and Waller Counties are not on that list. The Texas Department of Insurance advises asking whether the wind and hail deductible differs from other deductibles and notes that some insurers switch an aging roof to actual cash value coverage, which matters as the large share of homes built in the 2010s ages. Healthcare access in Katy
Memorial Hermann Katy Hospital is at 23900 Katy Fwy. in Katy. Its system page describes a 24-hour emergency room and says the hospital is the only Level III trauma center in Katy, equipped to stabilize patients for transfer to Memorial Hermann-Texas Medical Center when a higher level of care is needed. The system page also carries news items on its cardiac catheterization labs, orthopedics and stroke care. Houston Methodist West Hospital, which describes more than 200 beds, has a Houston mailing address at 18500 Katy Frwy. and serves Katy and West Houston. Houston Methodist's Emergency Care Center in Cinco Ranch, at 26000 FM 1093 between the Cinco Ranch and Fulshear communities, is open 24 hours but is a freestanding emergency center, not an inpatient hospital; the center says patients who need admission go to Houston Methodist West Hospital.
For specialty care, the Texas Medical Center in Houston is a separate trip; Memorial Hermann-Texas Medical Center is described by its system as one of only two certified Level I trauma centers in the greater Houston area, and Houston Methodist Hospital is listed at 6565 Fannin St. No drive time is given here because it varies by hour and route. Climate in Katy
Katy shares the hot, humid Gulf Coast plain climate of the rest of the Houston area. NOAA's 1991-2020 normals for Houston Intercontinental Airport, the reference station used here, show an average July high of 94.5 degrees Fahrenheit and an August high of 94.9 degrees, with an average of 27.3 days in July and 27.1 in August at or above 90 degrees. Overnight lows stay high, with a July average low of 75.7 degrees. Rainfall normals are 6.00 inches in June and 5.46 inches in October. The station is not in Katy, so local conditions can differ. Lifestyle and recreation in Katy
Katy's retirement draw is mostly in Cinco Ranch. The developer's own site says Cinco Ranch is now complete and is divided into two homeowner associations, split at Katy-Gaston Road. Heritage Grand's amenity guideline describes Cinco Ranch recreation that is available to its residents, including six pools, a beach club, boat docks, fishing lakes, tennis courts and hiking and biking trails. LaCenterra at Cinco Ranch describes itself as a Main Street style center combining shopping, dining, entertainment and community events, and its directory includes a primary care clinic, dental care and financial services firms.
The 55+ choice is Heritage Grand, whose homeowners association describes the community as an active adult community for those aged 55 and above. Other 55+ options within reach include Bonterra at Cross Creek Ranch and Del Webb Fulshear in neighboring Fulshear, and Del Webb Bridgeland in Cypress.
Housing in Katy
The Census Bureau estimates that 30.8 percent of Katy city's housing units were built from 2010 through 2019 and another 9.6 percent from 2020 on, with 13.7 percent built in the 2000s, so the stock is young. The developer of Cinco Ranch directs buyers looking for a new home in Katy ISD to its sister community Elyson, with new homes from the $300s. A young housing stock tends to mean fewer major system replacements in the first years but also homeowners associations, utility districts and, over time, roof and fence replacements on many streets at once.
Airports and travel
Houston Airports operates George Bush Intercontinental Airport and William P. Hobby Airport. It describes IAH as 23 miles north of Downtown Houston, with 26 passenger airlines and nonstop service to more than 189 destinations, and Hobby as having 7 passenger airlines and nonstop flights to 81 destinations. Neither airport is in Katy, and the official pages give no drive time from Katy, so test the route at the hours you would travel.
